Pinkins) responded in normal mode to [800 BLOCK] 15th Ave in reference to Family Violence.Upon arrival, I made with black male [VICTIM ] in the front yard. [VICTIM ] stated his brother (Vicky Hilson) assaulted him. He stated his brother (Vicky) has been off his medication for a few months and has been acting out. I asked [VICTIM ] what does Vicky take medication for, which he stated Schizophrenia and Bipolar disorder. I asked [VICTIM ] what happened between him and Vicky today (02.11.2025), which he stated they were in a physical altercation. He stated their mother [WITNESS ] have been having problems with Vicky recently. [VICTIM ] stated after Vicky and his wife [REDACTED] have an altercation or verbal dispute, Vicky comes to their residence ([800 BLOCK] 15th Ave). He stated after letting Vicky inside of the residence, he always leave without closing or locking the door, in which they were tired of it.[VICTIM ] stated their mother [WITNESS ] told him to tell Vicky to stay in or out, in which he done so. He stated after telling Vicky what their mother stated, he was upset. [VICTIM ] stated Vicky told him “this not your house, this my mama house”. He stated he told Vicky “I know that but that’s what mama told me to tell you”. [VICTIM ] stated after a brief verbal dispute between them he sat down on the brown in color couch located in the living room. He stated Vicky then choked him, in which he bit Vicky’s finger to get him off of him. I asked [VICTIM ] how Vicky choked him, in which he showed me the motion of two hands to the front of his neck. I asked [VICTIM ] if he knew where his brother was located, in which he stated Vicky possibly walked to his residence ([600 BLOCK] 12th Ave). I asked [VICTIM ] if he remembered the last clothing description of Vicky, which he stated a plaid shirt, a blue jacket, jeans, and black boots. I asked [VICTIM ] if anyone inside of the residence witnessed this incident, in which he stated their mother [WITNESS ].I observed no visible injuries to [VICTIM ]’s neck and hands.I made with [WITNESS ] in the living room. I asked [WITNESS ] if she witnessed the incident between her sons, which she stated yes. [WITNESS ] stated she was inside of her room when she heard a lot of commotion coming from the living room. She stated when she walked in the living room, she saw Vicky choking [VICTIM ]. She stated as Vicky was choking [VICTIM ], [VICTIM ] was having trouble breathing as he tried to say “mama”. [WITNESS ] stated she then saw [VICTIM ] bite Vicky. She advised if [VICTIM ] didn’t bite Vicky he would have still been choking him. I asked [WITNESS ] if Vicky has ever done anything like this before, in which she stated no but Vicky needs help. [WITNESS ] advised she has called police out to her residence several times about Vicky’s behavior. She stated Vicky has not been taking his medication and has been acting out. [WITNESS ] stated police has transported Vicky to ASPIRE several times but when he is released there are no changes. She stated an officer advised her to have Vicky 10-13, which she done so Tuesday (02.04.2025) but has not called an officer to transport him. [WITNESS ] stated she is tired of Vicky’s behavior, he needs help, but he cannot be putting his hands on [VICTIM ] for no reason.I responded to [600 BLOCK] 12th Ave to make with Vicky Hilson. Upon arrival, I observed a black male wearing a grey in color sweat shirt, blue jeans, and black boots walking towards the front of the residence. I identified the male subject as Vicky Hilson. I was able to identify Vicky due to the photo in RMS. Vicky stated he went to his mother’s residence earlier today (02.11.2025) to let her dog inside. He stated after he let the dog inside of the residence, his brother [VICTIM ] told him “boy stay your a*s in or out”. Vicky stated he told his brother “this aint your house, this my mama house”. He stated he grabbed [VICTIM ] due to a statement made once before. I asked Vicky what was the statement, which he stated “one of us is going to die”. Vicky stated he is a man of his word and then stated [VICTIM ] bit him. I asked Vicky why [VICTIM ] bit him, which he stated as he was walking out of the house he grabbed [VICTIM ]. Vicky stated he had to get [VICTIM ] before he got him. I asked Vicky to specify how he grabbed [VICTIM ], in which he presented a headlock by his left arm and [VICTIM ] bit him.Vicky was placed in double locked handcuffs to the rear, ed incident to arrest, and placed in the backseat of my patrol vehicle. I observed fresh blood dripping from his ring finger on his right hand. I advised Vicky he was being charged with Aggravated Assault.Vicky was transported to the Dougherty County Jail. Upon arrival at the jail, my service weapon was secured in the trunk of my patrol vehicle. Vicky was released to intake staff without incident. Before leaving the jail, the backseat of my patrol vehicle was checked for contraband with none being found.Sgt. L. Jones responded to the scene.[VICTIM ] and [WITNESS ] provided written statements.Photos were taken of the scene.
