On 10/10/2024
at 2042 hours, I responded to [500 BLOCK] Alabama Circle Apt [REDACTED], in reference to a concern for welfare. The complainant, [WITNESS ], advised that he could hear a female crying behind his apartment. I arrived at 2047 hours, and began to check the area behind the apartment, where the complainant advised the crying was coming from.
As I walked back behind the apartment, I heard rustling in the woods up a hill. I shined my flashlight up the hill, and saw a black male wearing red pants with black liner on the pockets. The male asked “Who that is?” I announced “Police Department, come here.” The male then turned around and fled back into the woods. I advised dispatch that a male had just fled from and I gave out his description. Since the call was about a female crying, I then checked the woods for a female.
I made with [WITNESS ] in a tent. [WITNESS ] stated she and her boyfriend, whom she identified as [REDACTED], had been arguing on the phone. She stated they were arguing about the fact that he believed that she and Louis Watkins Jr. were still involved. I asked how she knew Louis, and she stated that he was her child’s father. Cpl. Kane Moore 10 then advised that he had detained Louis Watkins at the Hop In (725 Alabama Street) and confirmed he was wearing red pants. After I ensured [WITNESS ] was okay, I relocated to Cpl. Moore.
As I arrived at the Hop In, I observed Cpl. Moore standing with Louis Watkins, who was wearing red pants with black liner on the pockets. I had dispatch check to see if Louis had any warrants. She advised that he did and it was confirmed. At that time, Louis was under arrest for the warrant.
Cpl. Moore then advised that Louis was a known methamphetamine user, and stated that he was going to utilize K9 Olivia to track the possible path Louis took when he fled. Olivia located a small black plastic bag in the driveway of [800 BLOCK] Alabama Street. Upon inspecting the bag, a large, clear, crystal-like substance suspected to be methamphetamine was inside.
I then mirandized Louis. He agreed to speak with me. Louis admitted and agreed that he fled due to knowing that he had a warrant for violating his probation. He denied possessing the bag with suspected methamphetamine. After reviewing Cpl. Moore’s in-car camera footage, Louis was observed tossing the bag with his right hand while turned away from Cpl. Moore’s vehicle.
Cpl. Moore weighed the suspected methamphetamine at the Carrollton Police Department’s Evidence building. It weighed approximately 7.1 grams with the a calibrated scale. He also scanned the narcotic with a TruNarc device, which tested positive for methamphetamine.
I took photos on scene of where the suspected methamphetamine was found, as well as a photo of Louis.
Louis was arrested and charged with the following:
VGCSA Methamphetamine (OCGA 16-13-30)
Abandoning Drugs in a Public Place (OCGA 16-13-3)
Obstruction (OCGA 16-10-24(a))
VOP (OCGA 42-8-38)
Warrants have been typed and are ready to be signed by a judge.
