On 10/14/2024
at approximately 0236 hours, I (Ofc. Kennedy) was dispatched to 6th Street in reference to a gunshot wound on a male. While en route, dispatch advised the male was lying on the ground outside of a residence. Dispatch added the caller stated the victim was actively bleeding. Dispatch noted the caller did seem in distress and screaming at the time the call was taken. While running lights and sirens to the scene, I located 6th street (Thomas s). I turned right onto 6th Street in my patrol vehicle and noticed a orange dodge charger (TAG: [REDACTED]) leaving the scene.
I slowed down and attempted to make with the driver. I noticed two black males inside the vehicle. The black males appeared to be shirtless and sweating when I attempted to make with them. I found this to be suspicious due to the nature of the call and witnessing the vehicle leave the scene as I approached it. I asked the driver where the victim was located. The driver looked at me and did not respond. The passenger of the vehicle also looked at me and did not respond. I radioed back to other officers approaching the scene to attempt to make with the subjects inside this vehicle. The dodge charger was stopped and the driver and passenger were both identified and questioned in regards.
After making with the vehicle, I continued to drive down 6th Street in an attempt to locate the victim. While driving, I witness four individuals located on the side of the road. It appeared that two black females and a black male were standing over a black male located on the ground. I parked my patrol vehicle and exited. While running up to the scene, I noticed a black male wearing a orange jacket and blue jeans lying on the ground. The male, later identified as [VICTIM ], was lying on his back and appeared to be unresponsive. I immediately grabbed my aid bag to begin rendering aid to [VICTIM ].
Once I made with [VICTIM ], I noticed active bleeding around the chest area. There was a large amount of blood around his neck and white shirt. [VICTIM ] appeared to be wearing a white shirt located underneath his orange jacket. While assessing the situation, I located what appeared to be a gunshot wound to the upper right portion of [VICTIM ]’s chest that was actively bleeding. I began applying pressure to the wound with trauma gauze in an attempt to control the bleeding. K9 Ofc. Puckett arrived on the scene shortly after myself. K9 Ofc. Puckett began CPR on [VICTIM ]. CPR was initiated on scene due to [VICTIM ] being unresponsive and a lack of pulse being found. Once CPR was initiated, CPR continued until Medical personnel arrived on the scene.
It should be noted that while conducting medical interventions on [VICTIM ], multiple bystanders began approaching the scene. One female that was located near [VICTIM ] at the time of my arrival was later identified as [WITNESS ]. [WITNESS ] was observed wearing a red jacket and blue jeans while at the scene. [WITNESS ] was later located and questioned regarding the incident. The black male I observed at the scene was later identified as [WITNESS ]. [WITNESS ] began getting aggressive and loud towards officers while on the scene. I observed [WITNESS ] state “you better do something with him” as myself and officers were treating [VICTIM ]. [WITNESS ] continued to approach the crime scene after being told to stay back. [WITNESS ] appeared to be slurring his speech and intoxicated at the time of the incident.
I continued to apply pressure to [VICTIM ]’s injury. I attempted to locate an exit wound on [VICTIM ]. No exit wound was observed at the time. EMS and Carrollton Fire Department arrived on the scene. Medical personnel took over treatment and [VICTIM ] was turned over to Medical staff. Once [VICTIM ] was turned over to Medical staff, I began ing the scene for anything of relevance to the investigation. Additional officers were observed speaking with bystanders located nearby. I did observe a shell casing and a 9mm bullet located near the scene. Both of these items were labeled for investigation. I assisted with crime scene tap and crowd control. Once crime scene unit and investigators arrived, the scene was turned over to them for further investigation.
