On 08/16/2024
I responded to [500 BLOCK] E Park Ave for report of a verbal disturbance. While enroute Call Notes advised that parties were “breaking windows” and attempting to fight the caller. Upon my arrival I discovered a black female, Later Identified as Ms. Crawford, Victoria, outside of [500 BLOCK] E Park Ave. Wearing only pink shorts with a large amount of blood on her person. I did observe a laceration to her right hand. She stated that there had been a fight with the people in [500 BLOCK] E Park Ave. I requested EMS and asked someone to get her a shirt, which they did. Ms. Crawford was highly irate and seemingly intoxicated presented by her slurred speech, lack of ability to listen to or respond to direct questions or follow my repeated verbal commands to sit on the steps and await EMS.
I moved toward [500 BLOCK] E Park following a blood trail down the sidewalk and up the stairs. There were blood stains on the outside of the front door to [500 BLOCK] E Park Apt [REDACTED]. The window to the right of this door was broken in with blood on the window pane, as well as shards inside and outside the . The TV inside the was also damaged, knocked onto the floor. I made with the caller, identified as Ms. [VICTIM ]. She was sitting on the floor stating that she believed she was having an asthma attack, having difficulty breathing. She confirmed no one in the was physically injured. However, her daughter, Identified as Ms. [VICTIM ], had been struck. I requested EMS for her as well.
While speaking with her, Ms. Crawford repeatedly moved toward the stair case. I repeatedly instructed her to move away from there and to go sit down until EMS arrived. Another unidentified black female wearing a gray shirt and referring to Ms. Crawford as “mama” as well as “mom” repeatedly moved toward the stairs. more people come out and the situation was escalating, with no back up on scene and individuals disregarding my verbal commands to back away I drew my department issued OC Spray and deployed it as Ms. Crawford and the unidentified female. It was effective and they back away.
I requested a supervisor at this time.
Once additional units were on scene. I spoke with Ms. [VICTIM ] who stated that there had been a verbal altercation with Ms. Crawford and Ms. [VICTIM ] outside and that Ms. Crawford had to be pulled away by bystanders. She stated that she intervened and was helping her mothering back up the stairs and was struck on the left side of her head and on her left should. No visible injury was observed. Ms. [VICTIM ] refused EMS assistance.
Ms. [VICTIM ] stated that once inside Ms. Crawford came up the stairs banging on the door and broke out the window with a large rock, knocking over the TV in the process. EMS did evaluate Ms. [VICTIM ] and she declined transport to the hospital.
While in the process of placing Ms. Crawford in handcuffs several individuals became upset with her being arrested. The black female in the gray shirt (presumably Ms. Crawford’s daughter) made the statement that she did not understand why her mother was being arrested because she “had every right to go break out her window”. Based off this statement as well as the blood, broken glass and blood trail leading back to Ms. Crawford door. She was placed under arrest for Criminal Damage to Property (16-7-23 OCGA). Due to her repeated attempts to move toward the victim in a hostile manner and refusing to back away leading to no alternative but for me to deploy OC Spray she was charged with Disorderly Conduct (16-11-39 OCGA).
I transported Ms. Crawford to Memorial Hospital for evaluation and treatment for a laceration to the right middle finger and one to the top of her left foot. both received stitches. while at the hospital Ms. Crawford’s account of the incident continuously changed. She stated that she was “stabbed in the comfort of my own ”. She stated she was “taken from my and violated”, She stated that she never “went to their house or went on their porch” She even claimed that officers “pulled her from her ”. In another version she claimed to have been asleep. She also claimed that it was her windows that had been broken, I observed no broken windows at her address and no other party advised me of such.
She did state several times that she was the “only one bleeding”. Despite having only two (2) lacerations she continued to attest that she was “stabbed up all over” several times. I did attempt to gain her daughters information from her, however, she claimed to “not know what her children are wearing”. Due to her obvious intoxication and not advising her of her rights, I asked no further questions.
Once treated and cleared from Memorial she was transported and booked into CCDC.
PCT 2 Supervisors were on scene, My BWC was activated.
