On the afternoon, of 08/12/2024
, I responded to a less camp located on the property of 415 Boundary ST in regards to a male subject making threats towards multiple subjects. The call notes indicated that the suspect was a black male named “Jamaica”, and that the suspect was a drug user.
As officers approached the encampment, I could hear the suspect( Emmanuel Hills) yelling at multiple subjects. Officer Pellegrini and Officer Leguillow-Hawkins made with Mr. Hills, while I spoke with Mr. [VICTIM ], Mr. [VICTIM ], and Ms. [VICTIM ]. Mr. [VICTIM ] explained that he had called for police due to Mr. Hills making threats against Mr. [VICTIM ], Ms. [VICTIM ], and himself. I asked Mr. [VICTIM ] to explain what had transpired.
Mr. [VICTIM ] explained that he used to live in the same less camp as Mr. Hills off Wheaton ST, where Mr. Hills was known cause disturbances with other subjects residing at the camp while also cooking up drugs. Mr. [VICTIM ] and his girlfriend Ms. [VICTIM ] had moved to set up a camp next to the Chatham Steel building, along with Mr. [VICTIM ]. The day prior, Mr. Hills entered their camp unannounced and started to harass them as he brought a tent and other belongings into their camping area. Mr. [VICTIM ] noticed later in the day that many of his belongings were stolen from his tent ,which were later found in Mr. Hills tent.
On the morning of 08/12, Mr. [VICTIM ] had moved a collapsed tent which belonged to Mr. Hills off a path that led to the rear of the camp that was blocking the path. This caused Mr. Hills to become angry at Mr. [VICTIM ]. Mr. Hills grabbed a hatchet with a wooden handle and held it with blade facing towards Mr. [VICTIM ] and Mr. [VICTIM ]. Mr. Hills threatened to cut open their tents if he found any holes in his tent.
Mr. [VICTIM ] responded to this threat by retrieving a baseball bat from his tent for self-defenses. He called for police shortly afterward. Mr. [VICTIM ] also informed me that Mr. Hills kept a stash of drugs under a rusted barrel in the camp next to Mr. Hills collapsed tent. I walked back into the camp, where I came across a collapsed black/gray tent off the path leading to the rear of the camp. I came across a rusted barrel. Officer Pellegrini noticed a green/black bicycle which he recognized as Mr. Hills leaning on the barrel. This was the only bicycle found leaning against the barrel. I lifted the barrel off the ground, which revealed a clear plastic container containing a blue plastic bag filled with a white, crystal like substance which I recognized as methamphetamine. The total weight of the bag was 11.47 grams and tested positive for methamphetamine. A hatchet was found in plain view on Mr. Hills bicycle.
Mr. [VICTIM ] stated that Mr. Hills had stolen several of his belongings the day prior from his tent which were later found in Mr. Hills tent. On the morning of 08/12, Mr. Hills held a hatchet up towards Mr. [VICTIM ] and himself after becoming upset over Mr. [VICTIM ] moving his tent.
Mr. Hills was read his Miranda Warning and agreed to speak with us. He confirmed that he owned a hatchet which he used to fight off water moccasin snakes. He also confirmed that his bicycle was leaning up against a rusted barrel with his other belongings. I made the decision to place Mr. Hills under arrest for possession of a level 2 controlled substance and disorderly conduct. He was transported to CCDC.
