Douglas was dispatched to 20 Fairplay Hill Road in reference to a intoxicated person.Upon arrival, Sgt. Chidester assisted me with the call. I made with staff members inside the Dollar General Store and asked where the person was located. They stated he was sitting in a white pick up truck on the store’s right side. I spoke to the witness that stated she was outside on a break smoking. She stated that she watched the suspect drive into the parking lot real slowly and had a hard time parking. She stated the suspect was intoxicated and could not walk even holding onto a shopping cart. She stated he was causing a scene inside the store with customers. She stated he just walked outside when we arrived.I walked over to the pickup truck that the witness stated was the vehicle. I made with Mr. Joseph Harris. Right when Mr. Harris opened the truck door, I could smell a large amount of alcoholic beverage coming from inside the vehicle. Also while speaking to Mr. Harris, Mr. Harris’ speech was severely slurred. Mr. Harris’ eyes were glazed. Mr. Harris was sitting in the passenger seat of the vehicle but had the keys to the vehicle in hand. I advised Mr. Harris there was a complaint against him about being drunk. I advised Mr. Harris there was a witness stating she saw him operating the vehicle he was sitting in. Mr. Harris stated his son drove him up there. I asked the witness if she saw him with anyone. She stated he was by himself. Mr. Harris’ son could not be found in the store.I went back and spoke to Mr. Harris again and advised him that people were telling me that there was no one else and you drove up there. I asked Mr. Harris to step out of the vehicle so I could conduct SFST on him. Mr. Harris refused and started yelling. I asked Mr. Harris again to get out of the vehicle. Mr. Harris refused. I went to remove Mr. Harris from the vehicle and that’s when Mr. Harris start grabbing a hold of the vehicle. I pressed on pressure points and advised him to get out of the vehicle and he now was under arrest. Mr. Harris still refused. At this time, I used overwhelming strength to remove Mr. Harris from the vehicle. Mr. Harris was placed into handcuffs and placed into custody. Mr. Harris kept calling every one by derogatory slurs. Mr. Harris was placed into the back seat of my patrol vehicle. I transported Mr. Harris to Crawford County Jail for booking. Mr. Harris was booked at the time on Disorderly Conduct. Mr. Harris was turned over to jail staff members. At that time, I went back into service.Sgt. Chidester made with Mr. Harris’ mother and turned his vehicle over to her.[End of Narrative].
