Officer’s Narrative:

On 08/11/24 I (Officer Gallaway) responded to the Fairfield Inn located at the above address for a reported domestic disturbance. Upon arrival I found one female later identified as [VICTIM ] outside the hotel. Cpl Spence was also on scene and the two of us spoke to [VICTIM ].
[VICTIM ] advised the following:
She came to the hotel where her fiance was staying. He was in town due to a death in his family. [VICTIM ] informed us that her Fiance Jayan Young is a female transgender who was in the process of transitioning from female to male. When she went to the hotel, she informed us that in room [REDACTED] she and Jayan argued and the argument turned physical. She told us that Jayan bit her on the arm, pulled her hair, threw her to the ground in the hallway, and kicked her. [VICTIM ] then recalled that Jayan trapped her in the hotel room. As I was standing with her, the 911 call taker called her back, and she advised them that she was with officers. [VICTIM ] explained that me and stated that Jayan had attempted to take the phone away from her and prevent her from calling 911. [VICTIM ] further explained that she had to use the phone to call the front desk attendant and ask her to please come up to the room and get her because she was being trapped in the room by Jayan. Eventually [VICTIM ] was able to push Jayan into the bathtub which is when she ran for the door and escaped.
I observed a large bite mark on the inner bicep area of her arm. The teeth impressions were obviously visible, and she had been bitten hard enough to break through the skin and cause her to be bleed from the area. It also appeared that her right shin where she advised she was kicked, was also bruised. I also took note of blood on [VICTIM ]s shirt.
CPL Spence and I then spoke to the front desk attendant [WITNESS ]. [WITNESS ] advised us that she did in fact receive a phone call from [VICTIM ] stating that she was being trapped in the hotel room. [WITNESS ] was not going to go up to the hotel room because she is aware of the risks associated with domestic situations. She began to wonder if she should the police. [VICTIM ] then came down to the lobby area followed by Jayan. [WITNESS ] asked [VICTIM ] if she wanted her to call the police on her behalf. [VICTIM ] said yes and [WITNESS ] ed the police while the two continued to argue in the lobby area.
We then spoke to Jayan Young. Jayan stated the following:
He typically lives in Atlanta, but was in town due to a family members funeral. He did not invite his Fiance [VICTIM ] onto the party bus that they had, but without him knowing Jayan’s cousin invited [VICTIM ]. Later [VICTIM ] showed up at his hotel and he did not invite her there. She had previously been harassing him over text message while he was trying to deal with the funeral. When she showed up at his hotel room, he was confused as to how she knew what room he was in, because she was not listed as a guest. The two of them argued, and eventually [VICTIM ] scratched his lip. After [VICTIM ] scratched his lip, he pushed her off of him.
After speaking with Jayan, CPL Spence spoke with [VICTIM ] again. He informed me that [VICTIM ] also stated that she was strangled on the bed and that Jayan used 2 hands and she was unable to breathe. I took a closer look at [VICTIM ]’s neck, and I saw a red mark on the right side of it.
Due to the allegation of strangulation, a Supervisor was ed and responded to the scene. I returned to the lobby area where CPL Spence was speaking to Jayan.
When I walked into the lobby area and joined the conversation with Jayan, I heard him state that yes he bit her, but he bit her in self defense. This was a detail that Jayan left out of his initial statement and stated that he only pushed her after she scratched her.
While talking to Jayan I took note that he continued to attempt to taint [VICTIM ]’s Character by informing us repeatedly that she has done federal time, and that she has previously had a Rico case. When we informed him that we were only seeking details relevant to this incident, he only further explained that it is relevant. He also continued to explain to us that she has 4 kids and hes been sending her money to take care of them. He also kept stating that he just sent her $700. Repeated attempts to steer Jayan back on track to the issue at hand were unsuccessful, and he only became more agitated.
We then stood by while the responding supervisor ed DV detectives. We stood by while DV detectives arrived.
I requested EMS to check both parties for injuries. pictures were taken of both parties and uploaded to the CRN. My BWC was active during this encounter. Due to my shift being over, I was relieved by another officer which concluded my involvment.
