On Sunday July 14th, 2024
at 1518 hours I was dispatched to [200 BLOCK] Chase Drew Dr SW Cartersville GA in reference to a child abuse report.
Bartow County Dispatched advised 11 year old [REDACTED BY AGENCY] called wanting to speak with deputies about what is considered abuse, and stated his dad “whooped him and choked him”.
Upon arrival I met with Jorel (Addriel) Cardona father of [REDACTED BY AGENCY] He advised [REDACTED BY AGENCY] had his cell phone taken away before their vacation to Florida. He advised once they got back from Florida, [REDACTED BY AGENCY] mother/ [WITNESS ] found another cell phone that belonged to [REDACTED BY AGENCY] that [REDACTED BY AGENCY] grandmother from Florida gave to him.
Jorel (Addriel) said himself and [WITNESS ] found pornography on [REDACTED BY AGENCY] phone that he was not supposed to have. Jorel (Addriel) advised he disciplined his son by whipping him with a belt. Jorel (Addriel) advised [REDACTED BY AGENCY] was attempting to block the belt causing him to receive marks on his left arm and left leg. Jorel stated the incident happened around 0830 hours this morning.
I spoke to [REDACTED BY AGENCY] He advised he was not supposed to have the cell phone and was looking at pornography on the phone. [REDACTED BY AGENCY] showed me the marks from where Jorel (Addriel) whipped him. [REDACTED BY AGENCY] advised he moved his arm to cover from receiving hard hits to the butt.
I then spoke to mother/ [WITNESS ]. She advised she found pornography on the cell phone [REDACTED BY AGENCY] was not supposed to have. She stated [REDACTED BY AGENCY] grandmother gave him the cell phone while they were in Florida. She said [REDACTED BY AGENCY] lied multiple times about where he got the cell phone. [WITNESS ] advised Jorel (Addriel) did whip [REDACTED BY AGENCY] with a belt as punishment. She stated she was in the room while he was getting punished, but does not know how hard he was getting whipped because she does not like watching him get disciplined.
I observed multiple red marks, bruises, and welts on his left arm and left leg. I took pictures of the marks with my BodyWorn Camera.
I ed [REDACTED] with the Bartow County Department of Family and Children Services (DFACS). I spoke with [REDACTED] in reference to the incident, she advised they would be coming out to the residence to do a follow up with [WITNESS ] and [REDACTED BY AGENCY]
I placed Jorel (Addriel) under arrest for cruelty to the children in the second degree and later transported him to the Bartow County Jail. I later secured a warrant for Jorel Cardona.
