Discretion is advised.]In response to a domestic dispute call at [2300 BLOCK] Mason St I arrived on scene and observed a male and female arguing at the residence. The male was identified as Mozzell Brown Jr. Mozzell Brown Jr stated that he had been drinking earlier this date. Mozzell Brown Jr stated that he had been arguing with his girlfriend, [VICTIM ], ever since he got .[VICTIM ] stated that she has been getting threats of bodily harm from Mozzell Brown Jr on several occasions. Mozzell Brown Jr did threaten [VICTIM ] and myself stating that he’s killed people in Vietnam and he was willing to do it again. Mozzell Brown Jr made this threat more than once with law enforcement present. Mozzell Brown did have the smell of alcohol on his breath when I spoke to him. Mozzell Brown Jr was given the option to leave the property to a near by relatives to separate him from [VICTIM ] and allow for a sober conversation to be had at a later time.Mozzell Brown Jr started gathering his things while still making threats about doing bodily harm to anyone on the property. This was taken as a threat against the residents of [2300 BLOCK] Mason St as well as myself and at that time Mozzell Brown was informed that he was under arrest. Mozzell Brown Jr stated that he was not going to jail and actively resisted being taken into custody.While attempting to place Mozzell Brown Jr in handcuffs Mozzell Brown Jr did bite me breaking the skin on my right arm. Mozzell Brown Jr also scratched deep bleeding scratches on my face. Open hand techniques were used to gain compliance from Mozzell Brown Jr. Mozzell Brown Jr was seen by EMS on the scene due to his active resisting. Mozzell Brown was then transported to the Bibb County LEC in reference to this incident.[End of Narrative].
