Ofc. B. Wilber [65491] and I, Ofc. A. Kinner were operating as a fully marked two officer unit with SPD’s Community Response Team (CRT).
On today’s date at 2108hrs officers recieved a Flock notification regarding a black in color, 2020 Jaguar XE affixed with Georgia license plate [REDACTED]. The narrative in the Flock notification indicated that this vehicle had previously fled from officers during a traffic stop and that the license plate was improper (returns to a black Chrysler 200). The location for this Flock notification was Carolan St. and Rogers St. Eastbound.
LOCATING SUSPECT VEHICLE
Upon canvassing the area, officers located the suspect vehicle stopped in the middle of Eagle St. just North of the intersection of Kenneth Dunham St. inside of Fellwood. The vehicle was running and the brake lights on the vehicle were illuminated (improper stopping). A black female was standing outside of the front passenger (open) speaking to the driver.
TRAFFIC STOP
Ofc. Wilber and I drove our marked police vehicle directly behind the Jaguar while Ofc. Aguilar parked his vehicle directly in front, a pursuit prevention technique referred to as “boxing” and designed to prevent a vehicle from fleeing. I activated my emergency lights while Ofc. Wilber exited the passenger seat and approached the passenger side of the suspect vehicle. Ofc. Wilber told the driver, who was a heavier-set black female (later identified as Kathleen Williams) that the license plate of her vehicle belonged to a different vehicle. She then repeated Ofc. Wilber’s statement in the form of a question – “a different vehicle? How?” I utilized our in-car PA system and gave the order for Ms. Williams to turn the vehicle off and exit the vehicle. She was the only vehicle occupant during this incident.
PURSUIT PREVENTION ATTEMPTS / FLEEING TO ELUDE
At this time, the suspect vehicle’s tires began rolling foward as Ms. Williams let off of the brake pedal and began to accelerate.
As the suspect vehicle began to accelerate, Ofc. Wilber stabbed the rear passenger tire repeatedly in an attempt to prevent the possibility of a vehicle pursuit. I watched as the suspect vehicle swerved to the left around Ofc. Aguilar’s vehicle (at a high rate of acceleration). Ofc. Anderson was on the driver’s side and had to quickly move out of the way to avoid being hit. There were numerous pedestrians on the sidewalks, in the park, and on adjacent streets at this time.
Due to the risk posed by the driver by attempting to hit an officer and the danger to civiliians, I accelerated my vehicle striking the rear of the suspect vehicle in an attempt to pin the vehicle into Ofc. Aguilar’s car. Due to Ofc. Aguilar’s vehicle not being parked close enough in the front of the suspect vehicle to fully restrict movement, Ms. Williams was able to maneuver the vehicle out of the attempted “box.”
I drove behind the suspect with my lights and sirens activated Northbound on Eagle St. before making an Eastbound turn onto Fellwood Dr. The vehicle made a Southbound turn onto Ferrill St. without stopping at the posted stop sign. I could see children playing at the next intersection near the Southeast corner. Fearing the driver would strike one of them due to her reckless driving behavior, I attempted to stop the vehicle by using my push bar, striking the suspect vehicle on the rear-passenger side where I knew the tire was deflated. This maneuver caused the suspect vehicle to swerve, allowing the kids to get out of the roadway. The vehicle continued driving recklessly at a high rate of speed and ignoring traffic control devices and lane dividers. Ths suspect eventually turned East onto W. Bay St. CRT Marked units briefly pursued the vehicle due to the danger imposed to the public from the suspect’s driving behavior (aggravated assault by narrowly running over children and narrowly missing Ofc. G. Anderson at the beginning of this incident).
As the suspect approached the downtown area, I discontinued the pursuit due to the heavy pedestrian presence and danger to the public posed by a continued pursuit. Unmarked units continued to observe the suspect vehicle from a distance and alert officers to the vehicle’s location.
ARREST OF SUSPECT
The suspect vehicle came to a stop on the loop of W. Jones St. to the East of MLK Jr. Blvd. The rear passenger tire was competely flat and the vehicle was unoccupied upon my arrival.
I heard over the radio that Ms. Williams had exited the driver’s seat and fled on foot into the business “Pedal Pub” located at 405 W. Charlton St. She was quickly apprehended and arrested by Ofc. W. Fitzpatrick (see supplemental report).
INCIDENT TO ARREST
During a incident to arrest of Ms. Williams’ person, officers located a brown in color leather purse. Inside of this purse, officers located a cream in color Apple iPhone, several credit cards belonging to more than 6 different people, and two GA State driver’s licenses. The photograph on these licenses were identical and were that of Ms. Williams, however, all other information (address, name, date of birth, height, weight) were different. One license read “Kathleen Monique Williams” “DOB [REDACTED BY AGENCY]/1983” while the other was “[REDACTED]” “DOB [REDACTED BY AGENCY]/1976.” Both of these documents were found to be fraudulent, as they were flimsy when bent, one was cloudy (as if photocopied), and the other had a plastic film peeling from the corners. It was later discovered that Ms. Williams had a suspended driver’s license status (01/10/2024
) due to a previous DUI charge. Reference [O.C.G.A 16-9-121] – Identity Fraud
The vehicle key-fob (push-to-start) to the suspect vehicle was located within Ms. Williams’ purse.
VEHICLE INFORMATION
A head-out was requested and arrived on scene shortly after to remove the suspect vehicle from the roadway. I followed the tow driver to SPD’s secure lot to maintain a proper chain of custody. The suspect vehicle is currently being held in relation to this investigation. Damages to the suspect vehicle in relation to this incident were taken and uploaded to Evidence.com.
Upon logging the VIN of the suspect vehicle through police systems, it was found to be registered to Ms. Williams with active insurance and a suspended registration status.
The registration sticker located on the improper license plate returned to a 2015 Honda Civic LX [REDACTED]/GA and was registered to a Rincon address under the name of [REDACTED].
DISPOSITION
Ms. Williams was placed under arrest for multiple felony and misdemeanor charges at this time. She was transported and booked into CCDC by Ofc. Aguilar.
Financial crimes detectives were requested to respond to this location to investigate. No detectives were available to respond.
Sgt. Mowers was on-scene during this arrest.
