On 09/27/24 around 2351 hrs I, Dep Kelley was driving on east bound on Watson Blvd. I came to the red light at Robins West Pkwy and was stopped in the right lane. A vehicle turned left from Robins West Pkwy onto Watson Blvd to go west bound. Seconds later, a small white Nissan Altima traveling at a high rate of speed ran the red light going east bound, passing me in the left lane as I was still stopped for the red light. The Nissan barely missed causing a “t-bone” collision with the other vehicle that had just turned.
I initiated my emergency lights and sirens and began trying to catch up to the Nissan. The vehicle pulled over at Westgate St. As the vehicle pulled into the parking lot, two other vehicles stopped behind me and multiple people were yelling out of their window saying that vehicle hit theirs and they were going 80 miles per hour on Watson Blvd. The driver of the Nissan Altima immediately said they were sorry as I approached the car. I could smell the odor of marijuana coming from inside the vehicle as I spoke with the driver. She said she was going 30 MPH, had a messed up axle, needed to get a tire fixed, and the brake pads on the back driver side wheel don’t go with the alignment of the car. The woman said it was not her fault that she hit two cars and did not stop it was her axles fault.
The driver provided a Georgia license and was identified as Jeniffer Garcia. Ms. Garcia advised she was going from Barberitos, where she works. I placed Ms. Garcia under arrest (The handcuffs were checked for fit and double locked). for Reckless Driving, Failure To Obey Traffic Control Device, and two counts of Hit And Run. I later discovered her Nissan Altima with a Delaware tag of [REDACTED BY AGENCY] had expired registration as of 09/06/24 and she did not have an insurance card, so she was additionally cited for Expired Registration and No Proof Of Minimum Insurance. Ms. Garcia was placed in the rear seat of my patrol car, while I spoke with the Hit and Run victims.
I spoke with [VICTIM ] who advised his Toyota Prius GA tag [REDACTED BY AGENCY], was struck on Watson Blvd while he was traveling east bound, east of Houston Lake Rd. Mr. [VICTIM ] advised he was in the right lane and Ms. Garcia merged over striking the back driver side of his vehicle with the front passenger side of her vehicle. Mr. [VICTIM ] advised Ms. Garcia then continued on and did not stop.
I spoke with [VICTIM ] and [WITNESS ] who were in their Mercedes GLC GA tag [REDACTED BY AGENCY]. They advised they were on Watson Blvd, east of Houston Lake, and they heard Mr. [VICTIM ]’s vehicle get struck. Mr. [VICTIM ] stated they were in the left lane and seconds after Ms. Garcia struck the Prius, she then weaved through traffic, to then strike the passenger side of their vehicle with the driver side of her vehicle. Mr. [VICTIM ] advised Ms. Garcia never attempted to stop and fled east bound on Watson Blvd, where they saw me trying to pull her over and they stopped behind me.
I took pictures of all 3 vehicles and the damage. I provided case numbers to Mr. [VICTIM ] and Mr. [VICTIM ] and advised how to obtain a copy of the report. Ms. Garcia’s vehicle had damage on both sides, which aligns with her striking both cars with both sides of her vehicle. During a of Ms. Garcia’s vehicle, I located numerous smoked blunt ends commonly referred to as “roaches”, a small bag of marijuana, and a small container of THC gummies. These items were collected to be destroyed. Kitchens Towing impounded the vehicle. Ms. Garcia began kicking the door from inside the back seat of my vehicle as the tow truck driver was loading up the vehicle. I advised her to stop kicking my door and she was screaming at me. Due to her screaming and kicking my door, Ms. Garcia was transported without a seat belt on. Ms. Garcia was issued citations and turned over to the Houston County Detention Center. A PC affidavit was filled out.
