On September 14th, 2024
, at 02:07 hours, I was dispatched to [4600 BLOCK] Smithfield Rd, Bowdon, Ga, in reference to a concern for welfare from a 3rd party caller. The CAD notes advised;

02:09: TOLD HER ALSO THAT THE BABY HAS A CUT ON HIS HEAD CALLER DOES NOT KNOW HOW THAT HAPPENED BABY IS 1 YR OLD/I ALSO SAID THAT HUSBAND IS BLEEDING FRM THE FOREHEAD HE DOES NOT KNOW SHE HAS A PHONE AND THAT SHE CALLED HER SISTER IN LAW
Upon my arrival at 02:25 hours, I witnessed a female holding a child in her hand and walking out of the front door of the residence, approaching me. During this time I observed a large laceration on the forehead of the child as well as blood on the woman’s shirt located on her right shoulder and bruising all over her person.
Making with the female, she identified herself as [VICTIM ] and the child, [REDACTED BY AGENCY]. I then had [VICTIM ] and [REDACTED BY AGENCY] sit in the rear of my patrol vehicle so that they could be in a safer position until the scene was secured. I then advised E911 to start an ambulance for both, [VICTIM ] and [REDACTED BY AGENCY].
While talking to [VICTIM ], I questioned her on the whereabouts of Justin and she advised that he was located within the residence. Shortly after, Justin came to the front door of the residence where he met with other deputies that were on scene.
Once deputies had Justin secured. I began talking to [VICTIM ] and questioned her on what had occurred tonight. [VICTIM ] stated that her and Justin have been drinking tonight and at around 01:30 hours they began having a verbal argument which led to Justin punching [VICTIM ] in the face, causing [VICTIM ] to drop the Juvenile, [REDACTED BY AGENCY] on the floor with her following, falling onto the floor. [VICTIM ] then stated she grabbed [REDACTED BY AGENCY] and her phone and fled to another location within the where she was then able to text her sister to have her 911 and have deputies come to the residence. I then questioned [VICTIM ] on the details of how Justin struck her to which she was unsure due to everything happening so quickly.
I then acknowledged the bruises all over [VICTIM ]’s body to which she advised that the bruises come from Justin in the past and that this abuse is an ongoing issue. I then observed the right side of [VICTIM ]’s face to be swollen as well as fresh superficial wounds located on the right side of her face. I then acknowledged my observation to [VICTIM ] which she replied by stating she doesn’t want anything done to Justin because of the fear of how Justin would react as well as her stating she loves him and doesn’t want anything bad to happen to Justin. After gathering this information from [VICTIM ], Fire and EMS arrived on scene where [VICTIM ] and [REDACTED BY AGENCY] were escorted to so that they could tended to by EMS.
After escorting [VICTIM ] and [REDACTED BY AGENCY] to the ambulance, I then made with Justin. Making with Justin, I did not observe any superficial wounds on his body. While speaking to Justin, I questioned him on what occurred tonight. Justin then stated that [VICTIM ] has been drinking “Malt liquor” and she was on her “bulls*it” I then reiterated my question to Justin and questioned Justin on how [VICTIM ] acquired the superficial wounds all over her body as well as how the child acquired the large laceration on their forehead. Justin then shrugged his shoulders and did not respond verbally. To which concluded mine and Justin’s conversation.
I then had Justin stand up and place his hands behind his back to which he complied. I then advised to Justin that he was being placed under arrest for Battery, Family Violence and Cruelty to children, Family Violence due to the evidence of abuse that was prominent. Justin was then escorted to my patrol vehicle and placed in the rear of the vehicle where he was secured.
I then made with [VICTIM ] at the rear of the ambulance and provided her with a Victim/Witness assistance brochure and explained methods of help she could receive from the woman’s shelter.
Justin Boyd Adams was arrested for the following;
Battery- Family Violence, Misdemenor.
Cruelty to children 2nd Degree- Family Violence, Felony
