On Sunday, September 1st, 2024
at approximately 0116 hours I was dispatched to [10 BLOCK] Lusk Ave, Cartersville, Georgia 30120 in reference to a physical domestic dispute.
Upon my arrival, I observed [VICTIM ] walking across the yard covered in blood with a severe laceration to his head. I observed caller [WITNESS ] standing at the door to the residence. I asked where the other male was and [WITNESS ] pointed to inside of the residence. [WITNESS ] rushed inside. I observed rapid movement inside of the residence from a different male. I ordered for the male and [WITNESS ] to exit the residence. The male and [WITNESS ] exited the residence without incident. Communication was difficult due to the language barrier as all involved subjects on scene stated they only spoke Spanish.
Due to the extent of injuries on [VICTIM ], I immediately placed the male that exited the residence into handcuffs to detain him. I identified the detained male as Oscar Felipe Chirinos-Sanchez. Oscar was placed into the back of my county issued marked patrol vehicle so the scene could be secure for emergency medical personnel to enter and begin assisting [VICTIM ] with his head injury. I translated Miranda Rights for Oscar from English to Spanish and asked if he wished to speak with us. Oscar said yes. I asked Oscar what had happened and all Oscar said was “I was sleeping.”
Deputies spoke with [WITNESS ] who stated he was woken by the fight. [WITNESS ] said he came out into the hallway and saw Oscar fighting [VICTIM ]. [WITNESS ] said one of them just started renting from him and Oscar does not like [VICTIM ]. [WITNESS ] is unaware what the argument was over.
Due to the extent of [VICTIM ]’s injury, I was unable to hear his side of the story other than [VICTIM ] telling me he was hit in the head with a “log”.
Deputies found a thick wooden dowel rod with blood on it in the residence. The dowel rod is one used for closets to hang clothing hangers on. Due to believing this was the suspect’s weapon, I collected the wooden dowel rod as evidence.
Based on what I observed at this time, I charged Oscar with Aggravated Assault FVA.
Oscar was escorted to the Bartow County Sheriff’s Office Detention Center where he was refused by the jail medical staff for having a small cut on the right side of his head and for having a high heart rate. I escorted Oscar to Piedmont Cartersville Medical Center where he was medically cleared. I escorted Oscar back to the Bartow County Sheriff’s Office Detention Center where he was turned over to the jail staff without incident.
A warrant for Aggravated Assault FVA was taken out for Oscar.

The wooden dowel rod was submitted into evidence at the Bartow County Sheriff’s Office.
