On September 29, 2024
, at approximately 2110 hours, I, Officer Alarid (Badge 721) responded to the Chevron located at 1575 Dallas Nebo Rd, Dallas, GA 30157 regarding a subject complaint. Upon my arrival, I noticed a male, Guillermo Barragan-Binns, walking into the building stumbling. I then entered the store and an employee stated that Mr. Barragan-Binns was intoxicated at the back of the store.
I then went to where Mr. Barragan-Binns was and could hear him yelling. I then spoke to Mr. Barragan-Binns and asked him what he was doing. Mr. Barragan-Binns continually made incoherent sentences and slurred his words. I also noticed that Mr. Barragan-Binns’s eyes were bloodshot and glassy and that I could smell a strong odor of alcohol coming from him. Mr. Barragan-Binns said he would leave and began calling his wife, [REDACTED].
A short time later, a customer began to walk past Mr. Barragan-Binns, making incoherent statements toward the customer. Mr. Barragan-Binns then balled up his fist and struck the customer in his helmet. I then grabbed Mr. Barragan-Binns and used my body weight to pin him against a refrigerator while giving him loud verbal commands to give me his hands. Mr. Barragan-Binns continually attempted to pull away from me and refused to comply with my commands. I was then able to secure Mr. Barragan-Binns into handcuffs while checking for double lock and proper fit. I then escorted Mr. Barragan-Binns to my vehicle where he was then ed. During the , a phone, keys, and $4,850.00 in cash were located. Mr. Barragan-Binns was then placed into the rear of my vehicle with the seatbelt secured. A short time later, Ms. [REDACTED] arrived on the scene.
I then asked Mr. Barragan-Binns if he wanted his property to go to the jail with him and he stated that he wanted the money to go with Ms. [REDACTED]. The money was then counted by Officer Jackson (Badge 716) and Ms. [REDACTED] then took possession of the money. I then transported Mr. Barragan-Binns to the Paulding County Adult Detention Center where custody was transferred to jail staff.
Mr. Barragan-Binns was charged with the following:
-Disorderly Conduct (SEC 24-5)
-Public Drunkenness (SEC 24-6)
-Resisting an Officer (SEC 24-7)
A rear-duty seat check was conducted before and after Mr. Barragan-Binns was placed into my vehicle, no items were found during both es.
