On Tuesday, December 31st, 2024
at approximately 22:22 hours I, Deputy Marsh, was dispatched to [600 BLOCK] Old Union Gin Rd, Forsyth, GA 31029 in regards to a disturbance. The complainant advised dispatch that his wife was taking her nephew and his neighbor was in the road kicking their vehicle and grabbing their mirrors. The neighbor lives at [500 BLOCK] Old Union Gin Rd.
Myself and Sgt. Kendrick were en route to the incident location. We arrived on scene and made with the complainant, [WITNESS ], who said that his wife, [VICTIM ], was on her way to take their nephew . When they got to the end of the driveway and turned right onto Old Union Gin road, they were met by the offender, Charles White, who began acting in a violent and tumultuous manner by yelling at [VICTIM ] and the other occupants of the vehicle, [VICTIM ], [VICTIM ], and [VICTIM ], who are juveniles. White was yelling at them making statements of now you’re gonna meet your new neighbor while banging on the vehicle and trying to open the doors. White was positioning himself in a way that he would have been hurt if [VICTIM ] took off and was yelling at [VICTIM ] to roll the windows down to talk to him, but she did not. White eventually went back into his house and remained there. [WITNESS ] did not want White to go to jail as he felt like it would cause problems but wanted Deputies to go make with him.
I spoke with [VICTIM ] and she stated that before she left to go take her nephew , two of the girls ran up the driveway to where the mailboxes where and took a picture because they were positioned away from each other like someone had manipulated them from their original position and they were going to show [VICTIM ]. She believed it was White that did it for some reason but did not state why. She then said that they, [VICTIM ], [VICTIM ], [VICTIM ], and [VICTIM ], got into their vehicle and then started driving out of the driveway and up towards Old Union Gin. Once they got onto the road they were confronted by White. [VICTIM ] said that White was acting in a violent manner and was scaring her and her the juveniles in the vehicle. White was banging on the vehicle and was trying to open the doors of it while yelling at [VICTIM ] saying you’re meeting neighbor now. [VICTIM ] stated that White appeared to be intoxicated and was afraid for the safety of herself and the juveniles inside the vehicle because of the way White made her stop the vehicle and was trying to enter the vehicle. White eventually went back and they did not see them again.
Myself, Sgt. Kendrick, and Investigator Adkins changed locations to [500 BLOCK] Old Union Gin Rd, which is next door to [600 BLOCK] Old Union Gin Rd. I knocked on the door to try to make with White but after several knocks a juvenile male came to the door. I asked him if his father was here and he stated that he was asleep. I asked the juvenile male if he could go wake up his father because we needed to speak with him. The juveniles old brother came out and we advised him as well we needed to speak with his father. Their mother [REDACTED] came to the door and once again I asked that we needed to speak with White. [REDACTED] went to wake up White and had him come to the door.
White came outside onto the porch and was wearing a pair of boxers and nothing else. He appeared to be under the influence of an unknown substance and his demeanor was calm and relaxed. Sgt. Kendrick asked White what had occurred in the road way and White stated that some bullsht happened. When asked to elaborate more it was stated that the neighbors dog was getting into his trash and throwing all over his yard. White also said that his neighbors had been blasting music and fireworks for the past 5 days and he could not sleep. White was asked again about the incident that occurred on the street and eventually stated that he confronted the neighbor and asked for them to keep it down. White said that he was asleep for the past 35-45 minutes which would have put him in the time frame that the confrontation happened. During the interview White’s demeanor kept increasing in a hostile manner as time went on. White kept cursing at Deputies and acting aggressive because he was woken up from bed and kept saying that he would call “Butch” to get everything cleared up. When told he was not in Jones County, White said he did not give a fuk and that Deputies could do what they gotta do. White then said “here’s what I am going to do. I’m gonna go walk inside and closed my door and if you want to come and fu*king arrest me, I please wish you do.” When asked if he was on the street banging on some body’s car he denied what happened and turned around and walked towards the door.
White was told multiple times not to go back in the house and to come back which he did not do. White went inside of his house continuing to disobey orders given by Myself, Sgt Kendrick, and Investigator Adkins. Deputies went after White to arrest him for disorderly conduct and obstruction. White attempted to barricade him behind the door and to resist arrest. Deputies pushed the door open fighting with White to get him in custody. Deputies made it through the door and went hands on to place him under arrest, which he resisted lawful orders to stop fighting and to put his hands behind his back. After a brief struggle, Deputies got him in handcuffs. White was escorted to the rear of Sgt. Kendricks patrol vehicle by myself, Sgt. Kendrick, and Investigator Adkins. While walking to the patrol car, White attempted to resist again and try to sit down to prevent Deputies from taking him to the car, White was denied this non compliance and continued to be escorted to the car. White again resisted getting into the car and maneuvering himself in a way to prevent Deputies from getting him into it. I went over to the other side to pull White into the car enough to where the door was able to close.
White was ed incident to arrest with no contraband found. White was placed in the rear of Sgt. Kendricks patrol vehicle, which was ed before and after transport. White was transported to the Monroe County Jail. While en route to the jail, White was still irate and due to his anger and frustration he head butted the cage in the car which caused a large laceration on the top right of his head. Upon arrival at the Jail, Jail staff denied White due to his self inflicted injury. White was transported to the Monroe County Hospital where his wounds were evaluated by the Hospital staff. White received 6 staples to close the laceration on his head. Once cleared from the Hospital, White was transported back to the Monroe County Jail where custody was transferred over to Jail staff. While at the jail, White was still uncooperative and verbally combative about what he was and was not going to do.
The victims were referred to the Monroe County Victim Services unit.
