On June 15th, 2024
at 2243 hours. I, Corporal A. Coleman, responded to 44 Echols Avenue (Deb’s) in reference to a motor vehicle collision. As I was responding I activated my BWC and ed the complainant via phone to determine if she herself was still at the scene of the collision: she advised she was. Upon arrival, I made with the complainant, [VICTIM ].
[VICTIM ] advised that she was at the rear of the Deb’s property when the collision occurred with her vehicle. She advised that the person who struck her vehicle was intoxicated and that if they weren’t they would have been able to properly back up and not hit her vehicle, as there was enough space to do so. [VICTIM ] was informed by other people that her vehicle had been struck. She came to where her vehicle had been parked and confronted the driver of the vehicle that hit her vehicle. The driver advised that she did not hit [VICTIM ]’s vehicle. [VICTIM ] then asked the driver for her insurance and the driver responded by saying that she didn’t have a license. [VICTIM ] again advised the driver was intoxicated, using the adjective thoroughly.
[VICTIM ] was provided with a CRN.
[WITNESS ] butted in advising that the driver had took one of their orange traffic cones with her when she left the scene. [WITNESS ] then showed me an 18 second video clip which she recorded on her cell phone. This video was later uploaded to Evidence.com by [WITNESS ] via an Axon link.
The video started with a white Ford SUV in the roadway on Echols Avenue, positioned diagonally and facing to go east. I could see the traffic cone spoken of directly underneath the vehicle. The vehicle started moving forward and I observed a heavyset white female with what appeared to be brown hair in the driver’s seat. It was clear the driver did not have on a seatbelt. I did not observe any other occupants inside the vehicle. The driver was wearing a white sleeveless top. [WITNESS ] told the driver, “You got the thing up under there? The driver replied, “It’ll be alright.” The driver continued driving east and the license plate came into view. The license plate was out of Georgia and was [REDACTED]. [WITNESS ] said the tag out loud as the vehicle continued on Echols Avenue towards Abercom Street. As the vehicle moved out of sight, the traffic cone never reappeared out from underneath the vehicle.
I asked [WITNESS ] where the driver stays at, since in my call notes it stated that the residence of the driver was known. [WITNESS ] advised that the bartender that was working would know.
A witness who was unidentified advised that he told the driver about the cone to which the driver said, “I don’t care? He again tried to tell the driver the cone was underneath the vehicle and she again replied, “I don’t care. I tried.”
I then clarified where [VICTIM ]’s vehicle was positioned when it was hit. It was beside the east side of the building. The driver’s vehicle had been in a parking spot to the east of [VICTIM ]’s vehicle.
[WITNESS ] advised that the driver was able to maneuver her way out of the parking spot the second time (first try she hit [VICTIM ]’s vehicle). The driver pulled back in before successfully backing out the second time. After the first attempt and pulling back into the parking spot, the driver got out and began talking trash. She then got back inside and was able to back out. As the driver was getting out onto Echols Avenue she took out the cone and then left the scene shortly after. [WITNESS ] advised she had walked down the street to see if she could locate the cone and she could not find it.
I then walked over to [VICTIM ]’s vehicle, a black Toyota Corolla and observed obvious minor damage (white paint transfer) on the rear right side of her bumper. I took a photo that was later uploaded to Evidence.com.
I then went back to my police vehicle and checked the correct suspect vehicle tag in GCIC. The vehicle returned as a white Ford Escape. The registered owner was [REDACTED] of [SINGLE DIGIT BLOCK] Weiner Drive. [SINGLE DIGIT BLOCK] Weiner Drive is approximately 1.5 miles away from where the incident occurred at Deb’s.
I ed Corporal Tuttle to see if he could respond to [SINGLE DIGIT BLOCK] Weiner Drive in order to locate the suspect vehicle. I relayed the correct tag to him and that a witness had shown me video of the suspect driving with a traffic cone underneath her vehicle. Corporal Tuttle then informed me that the traffic cone in question was in the middle of Abercorn Street at Mall Boulevard (the next intersection south of Echols Avenue and the only direction one could travel when going east on Echols Avenue). I informed him of the suspect description.
The owner of the bar, [REDACTED], arrived on scene and advised she was aware of the hit and run as the bartender informed her. I informed [REDACTED] of the location of the vehicles location.
After going back inside the bar. I had [WITNESS ] come outside again to get a more detailed statement. She advised that the driver had arrived to the bar before she had even arrived. When I asked if she had seen the driver drinking, [WITNESS ] replied. “yeah, she been in there (referring to the bar).” [WITNESS ] advised that she had informed the bartender that the bartenders neighbor had struck someone’s vehicle. When [WITNESS ] had been talking to the driver, she advised that she told her that they knew who she was.
I inquired the time that [WITNESS ] had arrived at Deb’s and she advised around 2130 hours. She noticed the driver was sitting in a chair inside at the bar. The driver continually would try to get [WITNESS ]’s attention by touching her and displaying lethargic behavior, saying “Hey detective ([WITNESS ] had a badge around her neck for her security job).” I asked her if she had seen the motor vehicle collision and she advised no, that she came outside when [VICTIM ] was notified about her vehicle being struck.
[WITNESS ] then began asking another employee, identified as [WITNESS ], if she was outside when the collision happened. She advised she was and also that she had seen the driver fall on the ground previously. I then began speaking with [WITNESS ]. [WITNESS ] advised that the driver had walked out of the front doors and in front of the business. While walking near the parking area, the driver had fallen on the ground, presumably from being too drunk.
[WITNESS ] advised that a short time after, she was alerted that the driver was now inside her vehicle and driving, as she had seen her pull forward into a parking space. [WITNESS ] advised the driver was told that she was seen when she fell on the ground and inquired as to why she would be driving. The driver was told she needed to put the vehicle in park, to which she responded that she was going . They had the driver step out of her vehicle and when the driver looked behind her vehicle, they noticed the damage to [VICTIM ]’s vehicle and figured that the driver had struck the vehicle. The driver tried to claim she didn’t hit the vehicle. The driver was told that she needed to give [VICTIM ] her insurance information and the driver refused. The driver was told that the cops would be called and she would get a DUI as the cameras would show that she had drove and hit the vehicle.
[REDACTED] advised that she had the footage of the collision pulled up on her phone. In the footage, [REDACTED] advised that the driver, a white female with white shirt and jeans got into her vehicle. I provided [REDACTED] with an Axon link to upload the footage (it was later discovered that [REDACTED] had lost the downloaded footage and was unable to retrieve it, the camera footage erased after 24 hrs).
I then spoke with the bartender, identified as [WITNESS ]. I asked [WITNESS ] if she knew the driver’s name and she advised she did, saying that the driver had just gotten out of jail in March for DUI. She advised that the drivers name was Kyla. While speaking to her, [WITNESS ] received a phone call from Kyla. [WITNESS ] told me that she had received a text from Kyla asking if she was at her house (because [WITNESS ] also stays on Weiner Drive). [WITNESS ] advised that she was at work at Deb’s. Kyle advised that she would come to Deb’s. [WITNESS ] advised that Kyle showed up with a White Claw (alcoholic beverage) already in hand. While Kyla was at the bar, she did not order anything there. [WITNESS ] advised that Kyla arrived to the bar around 2057 hours.
I checked in Phoenix using the first name Kyla and the last name Flynn (due to the registered owner’s last name being [REDACTED]). I located a Kyle Flynn with a date of birth of [REDACTED]. Kyla was also released from the Chatham County jail in March of this year. The booking photo from November 2023 appeared similar to the driver in the video recorded by [WITNESS ].
I relocated to [SINGLE DIGIT BLOCK] Weiner Drive at 2324 hours. Corporal Tuttle advised that he had tried knocking at the front door and shining his flashlight into the residence but no one answered the door. The white Ford Escape with the Georgia tag of [REDACTED] was sitting in front of the residence. I observed minor damage to the rear left bumper of the vehicle. There was also other damage on the other side of the rear.
A check of Flynn’s license in GCIC returned with a revoked status. One of the active suspensions showed a habitual violator revocation with a suspension date of November 19, 2019.
I ed [WITNESS ] by phone in order to attain Kyla’s phone number. The number provided was [REDACTED]. I called the phone number and received no answer the first time, but the second time I was successful. A female voice answered and I introduced myself by name and advised I was with Savannah Police. I said. “Kyle?” The female later responded, “Yes sir’ I informed her that I was outside of her residence and asked if she could come outside and speak to me. She asked, “For what?’ I told her that she probably knew why but she advised she didn’t.
I asked Kyla where she had been today and she advised she had gone to Willow Lake but then had come . She also advised that [WITNESS ] ([WITNESS ]) had asked her to come over, so she went with her. I asked her where that was at and she advised across the street. I then asked her if she went to Deb’s bar and she seemed puzzled and asked me who I was again even though I had told her at the start of the phone call. I asked her if there was any reason why I would have her on video at Deb’s. She responded by saying, “On video, doing what? I told her she should already know that. I asked her why would multiple people say that she was there, including her friend [WITNESS ]? After a couple more back and forth statements, Kyle hung up on me. This call lasted approximately 2 minutes.
After taking a picture of the damage on the Ford Escape, I cleared from the call and left the scene.
I later returned the traffic cone that had been at Abercom/Mall back to Deb’s.
The next day (06/17) at 1810 hours, I made a phone call to the [REDACTED], the registered owner of the suspect vehicle, and the mother of Kyla Flynn. [REDACTED] has her address listed as [SINGLE DIGIT BLOCK] Weiner Drive. I informed her the reason I was calling was due to a hit and run investigation involving her vehicle. She advised that all she knew was what she told me as [REDACTED] herself had been out of town. I asked who she was? [REDACTED] advised that she was speaking about her daughter. I asked if she meant Kyle and she said yeah. I asked [REDACTED] if Kyle would have been the one to have her vehicle yesterday? [REDACTED] said, “Evidently she did. Like I said we ([REDACTED] and grandchildren) were out of town.’
I explained to [REDACTED] the course of events involving the collision at Deb’s. I asked her what Kyla had told her? [REDACTED] advised that Kyla said she that she was backing up and bumped somebody. [REDACTED] advised she asked Kyle why didn’t she stop right there and “face the music?” She advised Kyle said she was drunk and she was sorry. I later asked [REDACTED] if she knew if Kyla was and if so, could she hand her the phone so I could speak to her. [REDACTED] advised she had just pulled up at and would tell Kyla that I wanted to speak to her and if she did she would call me. The call was ended.
At 1847 hours, I received a call from the same number I had ed Kyla at yesterday. I told her my name and she replied by asking if I was looking for her? I advised I did wish to speak to her. I told her I had spoken to her mother and her mother told me what she (Kyla) had told her. I told Kyla I was seeing if she could reiterate what she had told her mother. Kyla stumbled over her words and asked what I meant? I asked her what happened at Deb’s? Kyla said, “We got into the car to leave and she bumped somebody and she freaked out, I freaked out, and she left?” I asked Kyla who she was? Kyla advised a friend of hers. I then, to clarify what she just said, asked her if she and her friend were inside the white car? Kyla responded with a puzzled, ‘Do what?” I then told her that I did not wish to hear her lies anymore and despite a rebuttal from her, I ended the call. This call last approximately 2 minutes.
At 1850 hours, I received another phone number from Kyla. Her tone was very different and direct. She said, “I need you to understand the position that I’m in.” I asked her what position that was? She asked me if I was willing to help her? She said, if I can give you som- I’m willing to give you a drug dealer or whatever, I’ll do whatever you need me to do, but I need you to help me back, cause I fu*ked up.” I told her that I needed her to explain what happened. I explained that I wished to have her statement on what occurred. She was reluctant to provide it. I told her that it was completely up to her to give a statement and I wouldn’t force her to do so. After asking me if there was anyway to avoid jail time and me advising no, she asked again. “There’s nothing I can do for you? Nothing I can offer your I told her that I was only interested in investigating this incident. Due to me having to go to a call for service I ended the call but told Kyla I could call her back, which she agreed to. This call lasted approximately 3 minutes.
Kyla later texted me, changing her tune asking me not to call her. She later texted me saying, “I didn’t drive last night! Why would you try to get me to admit to something I didn’t do…?!”
All phone conversations were recorded with my BWC.
I obtained Kyla Flynn’s Driver License History Report from Teletype. Kyla was shown to be convicted/plead guilty to three DUls within the last ten years. The dates of the offenses (in chronological order) are as follows: 02/07/15, 10/06/19, 08/01/23.
