I was dispatched to a dispute at the listed address. Upon our arrival, I made with David Chewning who was walking away from the incident location on the sidewalk. David informed me since he is twenty one, he wanted to go to the kitchen and make him something to eat. [VICTIM ] saw what David was doing and informed his foster mother, [WITNESS ]. [WITNESS ] came down from her room and told David she will make what he wants and a verbal altercation began. [WITNESS ] began yelling at David so David began yelling back.
David told [VICTIM ] that he was not going to hit her but [VICTIM ] did not believe him. David became face to face with [WITNESS ] and was yelling at her. [VICTIM ] pushed David because he thought David was going to strike [WITNESS ]. David ran at [VICTIM ] with toenail clippers in his hand and began striking David while the toenail clippers was still in his hand. David said he only struck [VICTIM ] with the clippers once by accident that left a laceration on his chest.
I spoke to [VICTIM ] who explained he went and told [WITNESS ] that David was trying to make him something to eat. [WITNESS ] came out from her room and told David that she will make what he wants. David became angry and a verbal altercation began. [WITNESS ] began yelling at David, David became face to face with [WITNESS ] and began yelling back. [VICTIM ] thought David was going to strike [WITNESS ] so he ran over and pushed David away. David ran at [VICTIM ] with a sharp object in his hand and began striking him with the sharp object in his hand. [VICTIM ] saw the sharp object and attempted to get away but fell to the ground. David jumped on top of [VICTIM ] and began striking him with the sharp object multiple times leaving multiple lacerations on his chest.
I spoke to [WITNESS ] who explained she came out of her room to help make David whatever he wanted to eat but he became angry because he wanted to make it himself. A verbal altercation began between David and [WITNESS ]. David became face to face with [WITNESS ] and began yelling at her. [VICTIM ] thought David was going to strike [WITNESS ] so he ran over and pushed David away. David ran at [VICTIM ] with a sharp object in his hand but she wasn’t sure what it was.
David was placed into handcuffs and informed of his charges. The cuffs were checked for fit and double locked. David’s person was ed and no illegal contraband or weapons were found. David was placed in the back of my patrol vehicle. I was unable to locate the toenail clippers in the residence. [VICTIM ] was assessed and cleared by medical personnel for the injuries he obtained during the incident. David was taken to the jail without incident. Photos of [VICTIM ]’s chest were taken and attached to the report. A warrant for aggravated assault was later taken.
