Officer’s Narrative:

On 08/13/24, I responded to the area of [REDACTED BY AGENCY] in reference to a disturbance in progress. A female had called 911, stated that another female was trying to pepper spray her, then disconnected.
I arrived in the area and observed a group of subjects standing by a truck across from [REDACTED BY AGENCY] amongst the group was Alexis Austin. I asked the group if someone was fighting before I showed up. One of the males stated that a white woman had been here, but that she had left the area on foot. Alexis then stated that the female was “trying to pepper spray somebody”. I then observed that there was a silver Honda Accord parked in the roadway and blocking the entrance to [REDACTED BY AGENCY] The group of subjects on scene had led me to believe that the vehicle was involved in the disturbance somehow. No one in the group declared ownership of the car.
I then returned to my vehicle and ran the car’s tag. It came back to Alexis Austin. Austin, who was still unidentified at this time, denied ownership of the car initially.
While sitting in my patrol vehicle, I heard yelling. I observed that Alexis was arguing with one of the males on scene. I then exited my vehicle and approached them. The male seemed concerned with getting the car removed so that the driveway wouldn’t be blocked. Because he was taking this issue with Austin, I was led to believe that Austin was more involved in the situation than she had previously stated.
I then asked Alexis if the car was hers. She asked me “what needs to happen” with the car. I told her it needed to be moved. She asked why it needed to be moved. I informed her that it was blocking a driveway and that it was nearly 3 feet off the curb.
More subjects approached me about the matter. It was at this time that Alexis walked to the car, entered it, and drove away in it. It was at this time that one of the males on scene finally informed me that Alexis was involved in the disturbance that had been previously reported. I then drove after Alexis but could not locate her.
I then met with Mpo Lee on Griffin St. Mpo Lee had located and stopped the other female from the disturbance, [VICTIM #1]. [VICTIM #1] stated that she was walking on Rowena St when Alexis drove up next to her and began yelling at her. [VICTIM #1] claimed that Alexis repeatedly called her a “cracker” and told her to leave the area. [VICTIM #1] claimed that she began to argue with Alexis and Alexis exited her vehicle and approached her. [VICTIM #1] claimed that Alexis was making repeated threats to harm her. Feeling endangered, [VICTIM #1] retrieved a personal bottle of pepper spray and sprayed it in the air, but not at Alexis. [VICTIM #1] claimed that Alexis stopped approaching her. [VICTIM #1] then left the scene.
While speaking with [VICTIM #1], a male arrived on scene and informed me that Alexis was back on Rowena St.
While en route to Rowena St, I discovered that Alexis had a suspended license.
Myself and Mpo Lee located Alexis on the front porch of [REDACTED BY AGENCY] Mpo Lee approached Alexis and attempted to acquire her name. Alexis provided the name “Alexis Marsh”. Already being aware of Alexis’ real name, I approached her and placed her into handcuffs as Mpo Lee pointed out the discrepancy to Alexis. I then began to escort Alexis to my vehicle. While walking, Alexis began yelling at myself and Mpo Lee. She began yelling racial slurs at myself and Mpo Lee. Alexis then stopped walking and told me to “drag” her. I then lifted Alexis by her left arm and walked her to my patrol vehicle as she resisted and continued to try and plant her feet. Alexis continued to scream slurs and profanity as this happened.
I then opened the rear door to my patrol vehicle. I attempted to walk Alexis to the door to place her in the back seat of my patrol vehicle. As we started towards the door, Alexis laid down in the middle of Rowena St and continued yelling. Myself and Mpo Lee eventually lifted Alexis by her arms and got her back to her feet. We then walked Alexis to the door of my patrol vehicle.
Alexis then refused to enter my patrol vehicle. Alexis continued to try and lay down on the ground as we stood in the doorway to my patrol vehicle. After refusing numerous commands to get in the vehicle, Mpo Lee began attempting to push Alexis into the vehicle. I then went to the driver side of my vehicle. I entered the back seat and grabbed Alexis by the handcuffs. I then began pulling her into the car. Alexis evntually fell backwards into the back seat. Myself and Mpo Lee were able to close the doors.
Lt. Houck arived on scene and began interviewing subjects on scene in reference to the use of force required to enact Alexis’ arrest.
I then transported Alexis to WCSO. At WCSO, jail staff escorted Alexis from my vehicle and into the jail. I then secured my firearm and entered WCSO. There, I charged Alexis accordingly:

16-10-25 giving false name
16-10-24 obstruction of law enforcement
40-5-121 driving on suspended license
I then exited WCSO, retrieved my firearm, and cleared my back seat.
