Discretion is advised.]Beginning the above date and time I responded to a possible overdose.Upon my arrival with EMS and fire units, I observed a male later identified as James Moore sitting on the couch in the living room disoriented. A female inside the residence identified as [WITNESS #1] stated Moore had used meth today and drank a lot of alcohol. Moore had a heavy odor of alcohol emitting from his breath and he was not able to walk on his own.When fire and EMS personnel attempted to administer narcan, Moore began pushing their hands away and shoving responding units. Moore then stood up in a combative stance with his fist balled so I forcefully sat him back down and attempted to access his hands to detain him. While detaining Moore, EMS administered narcan into his nostril and he immediately stood up and pushed us away before grabbing a flashlight on the end table next to him.Moore raised the flashlight above his head in an offensive stance so out of fear for my safety and the safety of other units, I deployed my department issued taser and accomplished full body lock up on Moore. Moore fell back on to the couch and was able to remove a taser prong while I tried to handcuff him. Moore began attempting to strike me with his arms and fist, striking me in the neck and mouth. I struck Moore in the head and stomach with my fist multiple times to stop the threat.Moore was able to run outside the home and I followed where the physical confrontation ensued again. Moore pushed me and other units on scene away and me and Moore ended up on the ground. I struck Moore in the face and body with my fist and knees to gain control while he kicked and punched my body and shoved EMS and fire units.I instructed the first responders on scene to back away and I deployed my taser again but did not achieve a full body lockup. I cycled the taser again and Moore continued to actively resist arrest. I attempted to place handcuffs on Moore again and Cpl Hutto arrived to assist.Moore continued to use his arms and fists to attempt striking us and struck me in the mouth with his arm, I struck Moore in the face and body again and began drive stunning him with my taser. Moore kicked me in the chest and stomach and bit me in the left thigh while I placed him in handcuffs and struck him in the face to gain control.Once in cuffs, Moore was placed into a stretcher for EMS transport and strapped down with a hobble device to secure him and effect the arrest. EMS transported Moore to the Effingham County Jail where he was treated for his injuries and released to the Effingham County Jail where he was booked in by the on duty booking officer for the above related charges.I suffered a busted lip and gum, abrasion to the right side of my neck, and a bite that did not break the skin to my left thigh. I was treated and released from the hospital, warrants will be applied for accordingly.[End of Narrative].
