Discretion is advised.]On 01/05/2026, I, Game Warden Hunter Rush, was working a night hunting complaint on Slate Mine Road in Gordon County when a loud truck that looked like a dodge pickup came by my place of concealment around 0120 hours. The truck went by the field and did not raise suspicion. But a minute later, the same truck was coming back to my location, heading Northeast on Slate Mine Rd. As soon as the truck came in sight of the complaint field, I observed a red light being shined outside the driver’s side window. The driver continued to shine as he or she reached my location.After observing the violations, I initiated a traffic stop by activating my emergency lights. The driver of the vehicle fled from me and crashed into a tree. I observed a white male who was the only occupant of the vehicle flee on foot from the crash. I attempted to apprehend the individual and was unsuccessful due to the wooded terrain. I went back to the vehicle and waited for responding units to arrive. While waiting on the other units, I looked inside the vehicle for identification. While looking in the vehicle, I located inside the vehicle a .30 caliber Umarex Air Gun with serial #0524220466056346. I also located multiple flashlights with a red light setting as well as a spotlight with a red film covering the lens. A Georgia registration tag was not affixed to the vehicle, but the VIN indicated it belonged to Mrs. [REDACTED] of Cartersville, GA.While searching the vehicle to identify the operator, mail belonging to Mrs. [REDACTED] and a Mr. [WITNESS #1] was located. A Cartersville Police Officer contacted Mr. [WITNESS #1] at the address listed on the mail. Mr. [WITNESS #1] advised he sold the truck to Buddy’s Junking in White, GA. A spent Nosler .223 caliber casing was found on the driver’s side of the vehicle which matches a spent round found in the complaint area I was working.Once the crashed truck was towed away I stayed in the area and continued looking for the suspect. While driving in the area of the crash site I ran over a rifle in the road. This rifle was a CXV AR15.223 caliber with serial # GTOC067621 and loaded with Nosler rounds consistent with those found in the vehicle and at the original complaint location.I went to Buddy’s Junking in White, GA and contacted Mr. [WITNESS #2]. I asked Mr. [WITNESS #2] about the suspect truck, and he advised he could not remember who it was sold to. He contacted someone named “[REDACTED]” via telephone and [REDACTED] advised the truck was sold to Skyler Lance Lipscomb. Mr. [WITNESS #2] was able to locate text messages from 12/16/2025 that he had with Lipscomb regarding the truck. The telephone number for Lipscomb was [REDACTED BY AGENCY], according to the messages with Mr. [WITNESS #2].After leaving Mr. [WITNESS #2], I drove down to the Region 1 office to turn in evidence. I turned over all evidence to Sergeant Daniel Gray. I called Corporal Tyler Lewis and Corporal Philip Stout to assist me with attempting to find Mr. Lipscomb.I located an address for Mr.Lipscomb, [100 BLOCK] Knight Bottom Rd Fairmount, GA, and Cpl. Lewis, Cpl. Stout, and I went to this address to attempt to contact Mr. Lipscomb. There was no one located at the residence at this time. An open-source search was utilized to attempt to find a better address or other vehicles for Mr. Lipscomb. Cpl. Lewis, Cpl. Stout, and I went back to the address we had for Mr. Lipscomb and observed a truck in the driveway. The landlord to the property was in the truck and advised he advised Lipscomb is renting the property.Later that afternoon on 01/05/2026, Cpl. Stout and Cpl. Lewis spoke with [WITNESS #2] again to obtain a bill of sale. [WITNESS #2] advised that Lipscomb traded a .357 Smith and Wesson pistol, a Glock 40 10mm pistol, and $650 for the truck. While they were observing texts to [WITNESS #2] from Lipscomb, they observed an AR15 style rifle consistent with the rifle found at the crash site. Cpl. Lewis asked if Mr. [WITNESS #2] would provide screenshots of the messages between him and Mr. Lipscomb. Mr. [WITNESS #2] provided the screenshots to Cpl. Lewis, who sent them to me for evidence.Based on the totality of circumstances surrounding this incident, I believe Mr. Lipscomb to be the suspect. So, on 01/19/2026, I obtained a criminal history for Mr. Lipscomb and learned he was a convicted felon.On 01/20/2026, I met with Magistrate Judge Tim Langston to take an arrest warrant for Mr. Lipscomb for violating O.C.G.A 16-11-131 Possession of firearm by convicted felon.On 02/12/2026, a Detective with Gordon County Sheriff’s Office, Mr. Ben Fox, spotted Mr. Lipscomb at CiCi’s Pizza in Calhoun. Detective Fox called me and asked if Mr. Lipscomb was wanted yet, and I advised he was. Detective Fox called for uniform deputies and Corporal Shawn Elmore to assist with the arrest. Mr. Lipscomb was arrested without incident and his phone was seized as evidence for a search warrant.On 02/18/2026, I met with Magistrate Judge Phillips to get a search warrant signed for Mr. Lipscomb’s phone. After the warrant was signed, I met with Detective Ronnie Allen and turned over the phone for the phone download.[End of Narrative].
