Discretion is advised.]On 12/18/2025 approximately 13:18 I, Cpl Vannoy, Deputy Elrod, and Deputy Powers responded to the area of [100 BLOCK] Kingdom Hall Rd due to someone shooting a firearm in the area.While responding dispatch advised that [WITNESS #1] had called stating Robert Mulkey was the one shooting the firearm from his property at [100 BLOCK] Kingdom Hall Rd. Dispatch advised that Robert Mulkey was on a bicycle holding a shotgun heading towards Old Federal Rd S possibly towards the Stallion gas station.When I arrived to the area of Kingdom Hall Rd with Deputy Elrod we did not encounter Robert Mulkey at this time. I then left the area to check Old Federal R S. While checking the area I then contacted [WITNESS #1] about what she had observed on Kingdom Hall Rd.[WITNESS #1] stated she heard multiple gun shots go off while inside her residence talking on the phone. [WITNESS #1] stated the gun shots were coming from Robert Mulkey residence. When she left her residence she noticed Robert Mulkey riding a bike while holding a firearm with a wood stock heading towards Old Federal Rd S. [WITNESS #1] also stated that a [REDACTED] is staying at the property and did not know if she was ok at this time.While checking the area Deputy Hall stated he had located Robert Mulkey on a bicycle on 2nd Ave and Pine St. I then went en route to assist with Deputy Hall. While on scene Robert Mulkey made the statement he did not have a gun, and was being set up. I then to the are of Hwy 52 to assist other units with locating the firearm.While in the area I was advised by multiple units that workers at the Murray County Public works witness Robert Mulkey on a bike while holding a firearm, and he was cussing and screaming in public view. Units checked around and under the bridge where nothing was located at this time.I then went to the Murray County Public Works to see who witness Robert Mulkey riding a bike while screaming and yelling. I spoke with [WITNESS #2], [WITNESS #3], and [WITNESS #4]. [WITNESS #3] stated that he heard a male subject screaming, yelling, and cussing to where he stepped outside of the Public Works building to see what was going on.[WITNESS #3] stated he saw a male subject on a bike holding a shotgun traveling down Hwy 52. [WITNESS #3] stated the male was still screaming and yelling at this time, and he then contacted a family member that works with Chatsworth Pd due to not knowing what to do. I then asked all subjects to complete a witness statement form which will be placed into evidence at this time.I then met with SFC Watson where it was decided due to multiple witnesses seeing Robert Mulkey in possession of a firearm, and the caller [WITNESS #1] hearing multiple gun shots then seeing Robert Mulkey he will be placed under arrest. Deputy Hall was then contacted to placed Robert Mulkey in custody. Deputy Hall then transported Robert Mulkey to the Murray County Jail at this time.Due to the statements provided Robert Mulkey will be charged with disorderly conduct and reckless conduct through Superior Court.[End of Narrative].
