Discretion is advised.]On January 24th, 2026, I, DS Poe responded to a Subject Armed at 1363 S Hwy 29, the Waffle House. The caller advised one of the employees was threatening to shoot the caller. The caller advised the Offender was in a black in color Honda or Nissan sedan with a Dealer or Temporary Plate.It is important to understand the relationship between all parties for the purposes of this report [REDACTED BY AGENCY] (VI), Ms. [WITNESS #1], and Ms. [WITNESS #2] are all employees of the above Waffle House. Ms. [WITNESS #1] and Mr. Mandrell Gaines (OF) are in a dating relationship and Mr. Gaines was present at the Waffle House to keep an eye on or look after Ms. [WITNESS #1] against any patrons who may be inappropriate toward her.DS Gilespie arrived at the Waffle House first to make contact and relayed to all other units responding the offender and girlfriend left in a black in color four door sedan with a Dealer or Temporary Plate with an unknown direction of travel. DS Purdon conducted a BOLO of the area and was able to locate a vehicle matching the description heading South on Hwy 29. DS Purdon conducted a traffic stop on a black in color sedan (Tag unknown at this time, documented by DS Purdon).I met with DS Gilespie and the Victim later identified as [REDACTED BY AGENCY] at the Waffle House. It is to be noted that DS Gilespie was on scene for an extensive amount of time prior to my arrival. DS Gilespie advised me that a co-worker’s boyfriend and himself were in a verbal altercation that escalated to Mr. Gaines exiting the resturant, going to his vehicle, retrieving a firearm, and returning inside.Mr. [VICTIM #1] attests that Mr. Gaines had his right hand inside his jacket on the left of his abdomen and he believes he saw a gun that was black and silver in color. Mr. [VICTIM #1] advised Mr. Gaines stated, “I will shoot you.” It is to be noted that DS Gilespie conducted a full interview of [REDACTED BY AGENCY] prior to my arrival and can attest, in more detail, to [REDACTED BY AGENCY] recount of events.Myself and DS Gilespie went inside to establish if any anyone witnessed this interaction between Mr. Gaines and [REDACTED BY AGENCY]. One of the other employee’s Ms. [WITNESS #2] advised that a verbal altercation occurred between Ms. [WITNESS #1], Mr. Gaines, and [REDACTED BY AGENCY]. Ms. [WITNESS #2] advised she witnessed Mr. Gaines with his right hand on the left of his abdomen and threatened to shoot [REDACTED BY AGENCY].Ms. [WITNESS #2] was asked to fill out an Official Statement Form and agreed. It is to be noted that Ms. [WITNESS #2] was vocal about being stressed out tending to her customers and she appeared rushed when filling this form out. Ms. [WITNESS #2] advised in her written statement the following: [WITNESS #1] and [VICTIM #1] got into altercation and [WITNESS #1] Boyfriend threatened to pull his gun.” A copy of this form has been uploaded through AXON Capture.At this time I relocated to meet with DS Purdon and DS J. P. Conley who had Ms. [WITNESS #1] and Mr. Gaines pulled over on a traffic stop in reference to this incident. Prior to my arrival DS Purdon searched the vehicle, unknown at this time is that was a probable cause search or a consent search. DS Purdon located two firearms in the vehicle and Dispatch advised both firearms came back no record.When I arrived DS J. P. Conley advised he read Mr. Gaines his Miranda Warnings and advised Mr. Gaines is cooperative in answering questions. DS J. P. Conley advised to me Mr. Gaines advised himself and [REDACTED BY AGENCY] were in a verbal altercation, he went to retrieve his firearm, and re-entered the resturant.I asked Mr. Gaines if he was still willing to answer questions when I approached him and he advised, yes. Mr. Gaines advised his girlfriend Ms. [WITNESS #1] began her shift at the above Waffle House around 8/ 8:30 PM and he was present to keep an eye on or look after Ms. [WITNESS #1] against any patrons who may be inappropriate toward her.Mr. Gaines advised that [REDACTED BY AGENCY] was being inappropriate toward her flirting with her and whispering in her ear as she did daily tasks that required her to stand close to [REDACTED BY AGENCY] due to the configuration of the equipment. Ms. [WITNESS #1] advised [REDACTED BY AGENCY] continued this behavior after being asked to stop and Mr. Gaines stepped in.Mr. Gaines advised himself and [REDACTED BY AGENCY] were in a verbal altercation in which [REDACTED BY AGENCY] made a statement to the effect of “do something about it,” or “what are you going to do about it?” Mr. Gaines advised he is “not good with his hands” so he exited the resturant, went to his car, got his M&P firearm, and re-entered the building. Ms. Gained advised he had his hand in his jacket placed on his abdomen holding his firearm but advised he did not threaten anyone or make any threatening statements.Based on the testimony of the Victim [REDACTED BY AGENCY] and Ms. [WITNESS #2] corroborating the events and statements Mr. Gaines was placed under arrest. I advised Mr. Gaines to turn around and place his hands behind his back and placed handcuffs on checking for fit and double locking them.In a search incident to arrest DS J. P. Conley located a THC vape black in color in Mr. Gaines’ left pant pocket. I secured Mr. Gaines in the back of my marked patrol car while I spoke with Ms. [WITNESS #1]. Myself DS Purdon, and DS J. P. Conley were able to coordinate a ride for Ms. [WITNESS #1]. DS Purdon and DS J. P. Conley stood by while Ms. [WITNESS #1]’s ride was en route.It was not communicate to me who took possession of the vehicle by either Deputy. DS Purdon did transfer custody of the two firearms located in the vehicle. DS Purdon did want it noted that DS Gilespie did handle one of the firearms without gloves on, unsure which of the two at this time.It is to be noted that while at the Waffle House I requested the camera footage however authorized personnel was not on scene to access this at the time. I have communicated with Sgt. Lamb who has contacted a Day-Shift supervisor to send a Deputy to collect this footage and submit a supplemental report. Additionally, a determination based on the above testimonial evidence and investigation conducted was made without being able to view the camera footage prior.Based on the above testimonial evidence Mr. is being charged with Terroristic Threats and Acts, Possession of a Firearm in the Commission of a Felony, Disorderly Conduct, and Possession of a THC Vape.Both firearms and the THC Vape have been placed into evidence at the Coweta County Sheriff’s Office.It is to be noted that prior to the submission of this report DS Purdon has communicated to me that he will be submitting a supplemental report in reference to this case.[End of Narrative].
