On Saturday, August 10, 2024
, at approximately 2305 hours, I was conducting a stationary patrol of the parking lot 965 Joe Frank Harris Pkwy (CVS Pharmacy), when I observed a white male subject dive inside of a white in color Ford Fusion that was attempting to back up.
I exited my patrol vehicle, and observed the male subject was kicked by the occupants until he left the vehicle. While the male subject was inside the Ford Fusion, I observed him to be making a loud barking noise, and the occupants to be screaming. Once the male subject was out of the Ford Fusion, he began walking to me in an aggressive manner stating he needed help. I instructed the male subject to not get any closer, in which he decided to lay on the ground of the parking lot. The male identified himself to me as Mr. William Wingo. I asked Mr. Wingo if he had taken any illegal narcotics, in which he advised he did not know.
While I was standing there with Mr. WIngo, multiple subjects shouted at me from the parking lot, advising that Mr. Wingo was attempting to do the same thing with their vehicles. It was clear to me that Mr. Wingo was acting in a violent and unsafe manner, and was placed under arrest for Disorderly Conduct. Mr. Wingo was placed in handcuffs to the rear, which were double locked and checked for proper fit. I placed Mr. Wingo in the rear seat of my patrol vehicle and transported him to the Bartow County Jail. Mr. Wingo was left in custody of the jail staff. The rear seat of my patrol vehicle was ed before and after transporting Mr. Wingo with no contraband found.
