On August 10th, 2024
, at 12:38 hours, I was dispatched to 1212 Euharlee Rd, Kingston, GA 30145 (Bartow County Fire Station 3) in reference to a firefighter who was the victim of a domestic incident at [10 BLOCK] Gentry Dr. The caller asked to remain anonymous.
At the fire station, I spoke with the victim, [VICTIM ]. It was clear from the beginning of our interaction that she did not want to tell me what happened. I explained the Family Violence Act to her and why I had to investigate this situation. [VICTIM ] was very emotional and cried throughout our conversation.
The first thing she told me was that this was not the first time this had happened. She told me that the night prior (8/9/24), around 11 p.m., she got into an argument with her husband, Jelani Jose Moro-Quiles. She said that this argument quickly turned physical and explained that from 11 p.m. to 3 or 4 a.m., she was abused by Jelani in their bedroom. Very quickly, her cell phone and keys were taken against her will. She said that Jelani knew she would leave and call the police. He pulled her hair, causing pain to her head, threw her into the wall and onto the ground. During this time, he pinned her to the ground, causing bruises on both of her biceps that are consistent with fingers.
He also placed his hands on her neck and began to strangle her; she stated that there was a point where she could not breathe before he stopped. [VICTIM ] also said that Jelani took her pants off to attempt to have sex with her. She said that she did not want to have sex with him, but he used force to push her legs open. [VICTIM ] said that she was able to get Jelani off of her, but it was a physical fight. During the night, [VICTIM ] told Jelani to leave or she would call the police, but Jelani hid her phone from her so that she could not call 911. She attempted to leave the bedroom, but Jelani used physical force to keep her in the room.
[VICTIM ] said that she did not sleep because she was scared that Jelani would do something to her while she was asleep. She said that around 6 a.m., she was able to sneak out of the house while Jelani was sleeping and go to work. She explained to me that she normally works at Station 4 but was at Station 3 for training today. She said that around 8 or 9 a.m. this morning (8/10/24), Jelani sent her a picture of Station 7. She believed that he went to Station 4, found out she was not there, and went to Station 7 because she works at that station from time to time. She said that he then arrived at Station 3 and attempted to make with her. [VICTIM ] said that before she left the house that morning, she packed up as much as she could because she did not want to go back to her house. She said that Jelani knew this, and when he spoke with her at Station 3, he made the statement that they were married, so she could never leave him.
While asking [VICTIM ] questions about this encounter, she made it known that she did not want Jelani to be arrested. I believe that she was not completely honest with me while answering questions. It seemed that she wanted to tell me more but was scared to. She mentioned that she was scared to be around Jelani after the police became involved.
I then spoke on the phone with [VICTIM ]’s sister, [WITNESS ], who was staying at [VICTIM ]’s house on the night of the 9th. She told me that around 12 a.m., she heard what sounded like a slap, followed by a loud thud, as if someone had fallen down. She worried that Jelani had done something to her sister because she knows Jelani to be physical with [VICTIM ]. [WITNESS ] said that she sent a text to [VICTIM ] to see if she was okay, but it was not answered until around 6 a.m. the next morning.
With all of this information, I ed the on-call Investigator, Inv. See. He was advised of the situation and told me to take the initial report.
Due to the majority of the crimes taking place on 8/9/24, I advised other deputies that I would be securing warrants for Aggravated Assault, Battery, Sexual Battery, False Imprisonment, Obstruction of a 911 call, and Criminal Trespass. Additionally, Jelani committed the crime of Stalking FVA on this date, 8/10/24. This gave us the ability to detain Jelani if we were able to locate him.
[VICTIM ] told me that he was riding around, possibly looking for her, and that he would probably be violent or flee when we made with him. I provided this information to the rest of my shift. Shortly after this, Lt. Bowden observed the vehicle with Jelani driving it. A felony traffic stop was conducted, and Jelani was taken into custody without any issue.
I assisted Lt. Bowden in this traffic stop and took Jelani into custody. During my interaction with Jelani, I could smell the odor of marijuana on him and coming from his vehicle. I also observed that his eyes were red, bloodshot, and watery. Jelani’s slurred speech and lethargic mannerisms made it apparent that he was under the influence of a drug to the point that he was unsafe to drive. I first read Jelani his Miranda Rights, to which he said he did not want to speak. I then read him the Georgia Implied Consent Notice, which he refused.
Jelani was transported and booked into the Bartow County Sheriff’s Office, where he was charged with Aggravated Assault, Battery, Sexual Battery, Stalking, Criminal Trespass, Obstruction of a 911 call, False Imprisonment, and DUI. Jelani’s license was seized and mailed to the DDS on an ALS form.
Photos of [VICTIM ]’s injuries were taken on my body camera. Due to [VICTIM ] having large tattoos, some injuries were hard to see. I told her to call us on Monday once they have fully bruised so more pictures could be taken.
