On the date of 08/15/2024
, I, Sgt. Cheatwood 66, was dispatched to 412 Adamson square (Loco Mex) about a male that was intoxicated and refused to leave the business. I arrived to see multiple security guards wearing bright “green” shirts clearly displaying “security” on them as they should after family hours. I was pointed towards another security guard inside. I walked inside the bar and was flagged down by a security guard inside who pointed at a white male sitting on the bar stool. I asked security what the problem was with the male, and they advised that he has been asked to leave multiple times and was refusing. I observed the male in question was currently attempting to pay his open tab.
The male was very slow in moving and struggled to get the pen to pay his tab. The male turned to me and began asking what he had done wrong. The male later identified as Philip Strowbridge was clearly intoxicated as he spoke with a slow raspy voice. Philip had the overwhelming odor of alcohol emitting from his breathe as eh spoke to me. I explained to Philips that the employees had the right to serve anyone that would like any anyone they didn’t like, stating that they had asked him to leave multiple times and he needed to know. Philip then continued to try to sign his tab as the bar tender had given his debit card back to him. Philips struggled to put the card back into his wallet due to his intoxication.
While waiting on Philips to finishing paying, I was advised by security that he had put his hands on the buttocks of two women and they had made complaints on him. The security made the decision with the bar tenders that he needed to go. One of the females was wearing blue jean shorts with a white top. Security had asked her to step out while they threw the male out.
Another unknown male was sitting next to Philip. I believed they were possibly together as they were both dressed in business attire. The unknown male asked me why he had to go, and I explained to him. The male asked if he needed to go as well and I stated that he did not, but he was choosing to leave with Philip.
Philip then stood up off the stool and began walking slowly towards the door of the establishment. Philip was swaying while walking, knocking the tables as he left the business. Once outside and Philip would hear me better, he had explained he was here for business. Security stated they didn’t want him criminal trespassed at the time, but just wished for him to leave. I spoke to Philip again and made it clear that the business didn’t wish to have him back at the establishment on this date or until he sobered up. I then gave Philip directions to the hotel nearby to which he was staying at the Marriott.
The unknown male stated he would help Philip get to the hotel as they were headed in the same direction. I watched as Philip walked off stumbling, but the unknown male assisted him in staying out of the roadway. I then observe Phillip began to yell at the female victim who was across the roadway. Philip then began to point fingers and raise his hands towards the female who was a way away. I watched as the unknown turned to look at me and I explained he needed to get his buddy out of here. The male then grabbed the arms of Philip and lowered them and told him to quit and keep moving. I advised the female to leave it alone and no engage with the male.
I then relocated to my office a short time later. Another officer would see on the city cameras in my office that security was engaging with a male near the front door. I would look up to see it was Philip, again, after I had asked him to leave. I observed security having to physically remove Philip from there gated area as he was being loud and boisterous and attempting to gain entry back into the business.
I went to my patrol vehicle and began to drive in that direction. I was advised that a couple other security guards became involved, and Philip left walking the area. I arrived near the scene at the intersection of the Barnes Street parking deck and Alabama Street. I would see Philip attempting to walk in the sideway swaying as he walked nearly falling in the roadway. I then watched as Philip dropped his phone on a couple of occasions.
I called out to Philip I believed he was a danger to himself while another officer spoke with Loco Mex security to see if they now wished to have the male criminal trespassed or possibly had further charges.
I activated my blue lights and stepped out with Philip again. Philip continued to try to back peddle and stated he was headed to his hotel for the night. I explained to Philip that he was specifically told not to re entered Loco Mex for the night anyway and why he had done so. Philip stated he went back to confront them on throwing him out, stating they did it for no reason.
I explained to Philip that he was highly intoxicated, but other wise seemed like a reason adult. Philips stated that he knew that, but he was going back to his hotel. I explained to Philip that he had entered Loco Mex property after being told to leave again but yelling and appearing to be taunt security. I asked Philip for his identification card as Loco Mex will typically allow a patron to leave once but criminal trespass them the second time. Philip stated that he wasn’t going to identifying himself as he wasn’t breaking any laws. I explained to Philip that he was currently breaking city ordinances to which eh told them those were laws and weren’t reasonable.
I then asked several more times for Philips identification card to which he declined and continued to back peddle away from me. Feeling like Philip may try to turn and flee into traffic I grabbed his wrist and explained he was being placed under arrest. Philip pulled his arm away from me while tenses both arms. I then grabbed both arms placed them behind his back as I was advised that Loco Mex did wish to have the male served with a criminal trespass notice and Philip refused to identify himself.
I then relocated Philip to Loco Mex and completed a criminal trespass notice the lead bouncers request ([REDACTED]). The criminal trespass was completed and signed and explained to Philip.
Philip was charged with Obstruction for failing to identify himself and public drunk after being warned and a chance to leave but failed to do so. Philip was being boisterous while trying to entice the bouncers in an intoxicated state being a danger to himself or others.
