On Tuesday, August 13th, 2024
, I Deputy Ramsey of the Houston County Sheriff’s Office Patrol Division was dispatched to [100 BLOCK] Sherry Ln Lot [REDACTED] in Warner Robins at approximately 2126 hours in reference to a neighbor dispute.
I arrived at the residence and made with (Offender) Essie Williams. Essie explained to me the incident began in the morning when her neighbors (Victim) [VICTIM ] and (Victim) [VICTIM ] blocked her access to the back of her residence with their vehicle. [VICTIM ] and [VICTIM ]’s residence is at [100 BLOCK] Sherry Lane Lot [REDACTED]. Essie said they began to argue before the vehicle was moved and she was able to get into here back yard. After that Essie said she continued with the rest of her day as planned until she returned at approximately 2100 hours.
Essie said when she returned [VICTIM ] and [VICTIM ] confronted her at her residence. Essie said she was on her front porch attempting to enter into her while [VICTIM ] and [VICTIM ] were in her yard approximately 20-30 feet away yelling expletives at her. Essie said [VICTIM ] and [VICTIM ] continued to yell at her and approached her front porch by a few steps. In reaction to their approach Essie said she was in fear of her safety from [VICTIM ] and [VICTIM ], believing they were going to inflict bodily harm or death to her.
Essie said in her defense she drew her Rossi .38 special revolver and fired a single shot into her porch as a warning shot in their general direction. Essie said he warned [VICTIM ] and [VICTIM ] if they came any closer, she would shoot them. Essie was able to unlock her front door and go inside her residence where she remained until I arrived on scene.
Based on Essie’s statements, I do not believe [VICTIM ] or [VICTIM ] made any threats or actions that would reasonably place her in fear of being killed or receiving great bodily harm.
I examined where Essie fired her weapon and observed a point of impact on a pillar on her porch. I continued to follow the round’s trajectory and found it to have penetrated the floorboard of the porch before entering into the ground. I took pictures of the damages and attached them to this report. I concluded my interview with Essie.
I began my interview with [VICTIM ] and [VICTIM ]. Both parties explained to me the incident has been an all-day event. Both parties explained in the morning Essie began to argue with them about their vehicle blocking her access to the backside of her residence. Once the vehicle was moved it ended the argument and they continued with their day until Essie arrived back at . Both parties said they were outside upon Essie’s arrival, and they began to argue again. Both parties said they were in Essie’s yard but never threaten her or attempted to approach her. They said Essie fired a single round at them and yelled if they come closer, she would blow their fucking heads off. I concluded my interview with [VICTIM ] and [VICTIM ].
I briefed Cpl Labny and Lt Noler of the incident that had occurred.
Based on my observations on scene along with the statements given. I determined Essie had violated:
O.C.G.A. 16-5-21- Aggravated Assault with a deadly weapon by firing a firearm in the direction of [VICTIM ] and [VICTIM ] which could have caused seriously bodily harm or death.
O.C.G.A. 16-11-37- Terroristic Threats and Acts (F) by stating to [VICTIM ] and [VICTIM ] she would blow their fu*king brains out if they got any closer.
O.C.G.A. 16-5-60- Reckless Conduct by endangering the bodily safety of [VICTIM ] and [VICTIM ] by consciously disregarding a substantial and unjustifiable risk by firing her pistol in a manner which was a gross deviation of the standard of care exercised by a reasonable person.
I approached Essie and informed her I would be taking her into custody for her actions. I allowed her to ensure her residence was properly secured before I placed her into handcuffs. I seized Essie’s firearm to submit into evidence, I unloaded the weapon and discovered the spent shell casing from its recent firing still inside the wheel of the gun.
Once outside I cuffed Essie in the front due to her elderly age and frail physical standing in case, she was to lose her balance she would have an opportunity to catch herself to break her fall. I ed Essie incident to arrest and discovered no illegal items.
I placed her into the back of my patrol vehicle and transported her to Houston County Sheriff’s Office Detention Center where she was accepted into the facility with no issues.
I submitted Essie’s gun and placed a hold for evidence.
I will be obtaining warrants for Essie’s for her violations of Georgia law.
