On 081324, I, Sgt. C. Fussell, was dispatched to 1601 Watson Blvd in reference to an issue with a patient in the emergency room. Houston 911 advised that a member of the staff, [WITNESS ], was complaining because Mr. Bruce Stubbs was brought in by Houston EMS.
Earlier in the shift officers had dealt with Mr. Stubbs. He appeared to be intoxicated but not to a point of being a danger to himself. Mr. Stubbs was convinced that going to HHC-WR with EMS personnel would be a good resolution to his inebriated state.
On scene I met with Ms. [WITNESS ], a supervisor in the emergency room. While entering the emergency room to meet Ms. [WITNESS ], I observed Bruce Stubbs in the lobby. Bruce appeared to still be intoxicated, he was talking loudly, flailing his arms and making many other patients nervous. I spoke with Ms. [WITNESS ] who stated that every day police officers send patients to the emergency room who are not seeking medical treatment and that law enforcement should arrest them instead of convincing them to go to the hospital. Ms. [WITNESS ] stated that Bruce Stubbs was not being treated in the emergency room today because he was an “inconvienence” that would tie up bed space and ultimately leave on his own accord. I discontinued the converstion with Ms. [WITNESS ] and attemtped to locate Bruce.
I located him on the sidewalk outside of the ER. Bruce was still talking loudly, and flalling his arms now directed at two females, [WITNESS ] and [WITNESS ]. I immediately placed Mr. Stubbs into custody and transoported him to headquarters. Once Bruce was turned over to booking and charged with the state offense of Disorderly Conduct I met with Houston County Magistrate Judge Stout and secured the warrant for the case.
