While in route, Gordon County Dispatch advised that the involved subject was identified as Jamie Sosebee. Based on prior law enforcement encounters with Mr. Sosebee, I am aware that he is typically under the influence of alcohol during such incidents.Upon arrival, I observed Mr. Sosebee outside in the parking lot. When he noticed my presence, he immediately retreated into his room and closed the door. Officer Baucom made contact with Mr. Sosebee through the room window and successfully persuaded him to come outside voluntarily. Mr. Sosebee opened the door and met me at the threshold. At that time, I observed Mr. Sosebee’s eyes to be bloodshot and watery, and I detected a strong odor of an alcoholic beverage coming from his person.Based on these observations and on my training knowledge and experience this led me to believe Mr. Sosebee was under the influence of alcohol. I advised Mr. Sosebee to remain inside his room and not to return to the lobby or engage with other guests due to his intoxicated state. Mr. Sosebee agreed and closed the door. Ulibarri, who issued multiple verbal commands instructing Mr. Sosebee to exit the room and submit to arrest. Mr. Sosebee refused to comply. Lt. Ulibarri entered the room and grabbed Mr. Sosebee and I went in to the room to assist Lt. Ulibarri. While placing him in handcuffs, Mr. Sosebee tensed his arms. We utilized the wall to gain compliance and secured him in handcuffs, checking for proper fit and double-locking them.Mr. Sosebee was escorted to my marked patrol vehicle and placed in the clear back seat. I then transported him to the Gordon County Jail.During transport, Mr. Sosebee became verbally combative, stating he wanted to fight me and would “beat my a*s.” Upon arrival at the jail, Mr. Sosebee continued making threats and challenged me to enter the cell and engage in a physical altercation “1v1.” I informed Mr. Sosebee that I would not entertain his requests and would not escalate the situation further.Mr. Sosebee then alternated between apologizing and his intent to fight.
