Deputy WALKER immediately determined that [VICTIM #1] needed EMS on scene based on [VICTIM #1]’s physical appearance of having a swollen right eye and blood on his face. Deputy WALKER secured the scene and notified Gordon E-911 to have EMS in route to his location.Deputy WALKER spoke first with [VICTIM #1] who stated that he was walking on Ridgecrest Drive when a white in color Kia 4-door car came “flying up” on him, striking [VICTIM #1], causing him to land in a ditch. [VICTIM #1] stated that three individuals exited the vehicle and began to punch him in the face repeatedly. [VICTIM #1] stated one individual placed him in a chokehold, while another hit him upside the head with what [VICTIM #1] described as a wrench or weapon of some sort. [VICTIM #1] stated that all individuals got back in the car and left the scene.Deputy WALKER advised [VICTIM #1] to give as much detail as possible in regards to the incident, including what happened prior, any descriptions, tags, and or names. [VICTIM #1] stated he left his friends house in that moment to head back to his apartment, taking Ridgecrest Drive to do so.[VICTIM #1] stated that as he was communicating to [REDACTED] that he was headed back home, a white Kia drove toward him on Ridgecrest Drive, striking him in the leg, causing him to end up in a ditch. [VICTIM #1] stated that the driver of the vehicle was MARK WELCH. [VICTIM #1] stated that MARK got out of the car with two other individuals, one [VICTIM #1] identified as MARK’s sister, CARRIE WELCH, and an unknown individual.[VICTIM #1] stated that MARK was the one who put him in a chokehold. [VICTIM #1] stated that MARK and CARRIE punched him in the face and head area continuously. [VICTIM #1] stated that the he did not know the individual with the possible wrench or weapon, but that the individual struck him with it in the head and face. [VICTIM #1] stated that during this incident, a fourth individual, a female, was heard screaming in the background. [VICTIM #1] stated that the female individual screaming was [REDACTED].Deputy WALKER took pictures of [VICTIM #1] while EMS was checking him out. [WITNESS #1] described a simliar narrative to what [VICTIM #1] stated, except [WITNESS #1] stated she only saw two males exit the car and attack [VICTIM #1]. [WITNESS #1] did describe a female to have been screaming for the offenders to stop hitting [VICTIM #1].Deputy WALKER was able to retrieve all essential information in regards to MARK, CARRIE, and [REDACTED], along with [REDACTED] being the tag of the 2016 White Kia Optima, registered to CARRIE’s mother, [REDACTED]. Deputy WALKER left the scene and met [VICTIM #1] at Gordon Hospital. Deputy WALKER was able to get [VICTIM #1] to provide a witness statement as well as confirm pictures of the individuals he had seen exit the vehicle and attack him.Deputy WALKER relayed all pertinent information regarding this case to proper chain-of-command. Deputy WALKER turned the case over to Detective C. JONES. Deputy WALKER advised Gordon E-911 to put a lookout to all city, state, and surrounding county units for the white 2016 Kia Optima.
