Ivey, was notified by Lt. K. Parker that he previously had a call at [300 BLOCK] Evans St. for a noise violation. Lt. Parker advised that the house appeared to have no power and the subject appeared to be living there with a generator providing the power, which is a violation of city ordinances. At that time I was working code enforcement and reported to the house with Lt. Parker. I made contact with Samuel Worthen. Worthen was clearly intoxicated and had a strong smell of alcoholic beverages coming from his person. I identified myself to Worthen and advised him why I was there.Worthen was loud and cussing and kept yelling that we were “fu*king with him.” Worthen was instructed several times to stop yelling and cussing because he was creating a breach of the peace in a residential neighborhood. At that time Worthen then stood on top of the hood of his car and started dancing and yelling at me. Worthen was instructed to get off of the car and that he was being placed under arrest. Worthen was escorted to Washington County LEC and turned over to the on duty jail staff along with a copy of his citation for Disorderly Conduct (city ordinance).
