On July 10, 2024
, I Officer Fucci-Deam responded to an apartment complex located at [90 BLOCK] W Gateway Blvd in reference to a Burglary at apt #[REDACTED].
The call notes stated a male forced entry through the patio back door and he did not have permission to be there. The caller was not on scene but advised dispatch of her cousin ([VICTIM ]) checking on the apartment and the children for the reporting party ([VICTIM ]). There were three juveniles inside of the apartment ages range from 2 to 11. The children witnessed Blackshear attempt to break through the front door of the apartment. They then witnessed Blackshear break through the back patio door and then let the small dog inside when he entered. The small dog was originally outside on the balcony. The oldest juvenile ([REDACTED]) took a short video of Blackshear trying to force through the front door and sent it to [VICTIM ]. [VICTIM ] then called 9-1-1. This video can be viewed on my department issued BWC.
On scene, I knocked on the apartment door for #[REDACTED] but there was no answer. After several minutes of silence, the front door of the apartment slowly opened up and a young male juvenile stood in the small opening of the door frame. I asked the boy (later identified as [REDACTED]) who was inside with him and he hesitated to answer. I flashed my flashlight into the dark corner of the apartment through the small opening of the doorway and saw a black male near the patio door. I entered the apartment and advised the black male (later identified as Blackshear, Keith) to put his hands up and to walk towards me. The only item pointed at Blackshear was my dark in color flashlight.
Blackshear walked towards me and I instructed him to move into the outer hallway of the apartment. Blackshear was asked many questions on how he made entry and where did the blood on his white in color tee shirt come from. Blackshear kept saying his Babymama ([VICTIM ]) knew he was coming over and that he stayed there. I observed the back patio door had been forced open with potentially body force and the door frame was destroyed. Blackshear was placed in double locked handcuffs and escorted to a marked patrol vehicle where he remained throughout the investigation.
For reference, [VICTIM ] and Blackshear lived together in a domestic relationship previously and share one child together ([REDACTED]). They do not currently live together and have been seperated since the TPO was signed by a judge in March 2024

Blackshear was ed incident to arrest and items were found on him that did not belong to him. The items found were a GA Drivers License belonging to [REDACTED], a GA vehicle insurance card belonging to [VICTIM ], and a cashapp card belonging to [VICTIM ]. Blackshear said the items were inside of [VICTIM ] vehicle (a 2008 Mazda CX-9). He advised the vehicle had a broken window and he took the items for safekeeping. [VICTIM ] advised Blackshear did not have permission to take items from her vehicle. One white in color round pill with the markings 10 and 325 (later identified as Oxycodone) was found inside Blackshears’ front pant pocket. [VICTIM ] stated Blackshear took her cashapp card out of her purse that was inside of the apartment.
[VICTIM ] advised there is an active TPO against Blackshear and is valid until November. She stated Blackshear called her phone from a restricted number a lot of times throughout the day. [VICTIM ] stated Blackshear was not allowed around her or her apartment. He does not have permission to be in her apartment. While talking to Blackshear, he mentioned more than once he does not stay with [VICTIM ] but he pays her bills. [VICTIM ] advised this was a form of child support from Blackshear. He had advised his residence is at [600 BLOCK] E Oglethorpe Ave and that [VICTIM ] constantly drove by his residence which goes against the TPO.
Blackshear advised the back door was already broken from a previous incident. [VICTIM ] stated the door Blackshear referred to was fixed by the apartment complex’s maintenance person. The damage to the back door involving this incident is new property damage.
Blackshear was charged with the following : O.C.G.A. 16-5-91 Aggravated Stalking, O.C.G.A. 16-7-1 Burglary 1st Degree, O.C.G.A. 16-7-21 Criminal Trespass DVA, O.C.G.A. 16-8-18 Entering Auto, O.C.G.A. 16-13-30 (D) Possession of Controlled Substance II, O.C.G.A. 16-5-70 Cruelty To Children (three counts).

A precinct acting supervisor responded on scene. Detectives were notified.
I gave [VICTIM ] a CRN card and explained how to obtain a copy of the police report.
Blackshear was transported to CCDC and booked at 0030 on July 11, 2024
