At 0000 hours on Saturday, October 26, 2024
I, Deputy Rodriguez, was working special duty as security at Burke Health.
While conducting an internal security check, I observed a white female, later identified as Carmen Jeter, banging on the glass front door. I approached her and asked her how I could assist. Jeter became upset and yelled, “I’m here to see my mother.” I informed her that she could not enter through the front door because the hospital was closed for regular visitation hours and that she needed to check in through the emergency room. Jeter grew increasingly agitated and attempted to push past me to enter the hospital. I managed to calm her down and offered to walk with her around the building to show her the correct entrance for check-in. Despite my efforts, Jeter continued to scream and was uncooperative during our escort to the appropriate entry. After allowing Jeter a moment to calm down, I stepped back to my vehicle. Approximately 5 to 10 minutes later, she entered the emergency room, still upset, and began speaking aggressively to [WITNESS ], a Burke Health employee. Although [WITNESS ] remained professional and attempted to assist her in locating her mother’s room, Jeter did not comply and wandered off, ending up back in the emergency room.
[WITNESS ] informed Jeter that she could not remain in the emergency area and needed to go to her mother’s designated room. When Jeter was asked to move, she responded disrespectfully. [WITNESS ] then advised Jeter to leave the facility, but she continued to walk away. At this point, I instructed Jeter to exit the property. Despite multiple requests to leave, Jeter continued to act disrespectfully and refused to comply. I communicated the situation to dispatch and requested backup. Deputy Krebs arrived on the scene and together we escorted Jeter to the front of the emergency entrance. We repeatedly asked her to walk to her vehicle and leave, but she kept approaching other vehicles, pretending one of them was hers.
After several attempts to encourage her to identify her actual vehicle and leave, Jeter stated she was merely joking with the deputies about which car was hers. When Deputy Krebs requested her ID, she refused for unknown reasons. As a result, we placed Jeter under arrest, securing her hands behind her back with double-lock handcuffs. She was patted down for contraband and subsequently placed in my patrol vehicle for transport. Jeter was then taken to Burke County Detention Center, where she was handed over to the facility’s deputies. She left nothing behind in my patrol vehicle.
